湖南某官员青年时代冒充别人读中专：工作后改回原名，已是副县长
近日，有网民实名举报称湖南省邵阳市新宁县发改局长冷立群曾有冒名顶替上学、在毕业后修改名字掩盖冒名顶替事实等问题。
记者就此调查发现，从冒名转学报考，到工作后提交“更名”申请换回原名，25年来，被举报人冷立群经多次提拔却未被发现冒名一事。
邵阳市委组织部日前向新华社记者介绍，经查实，冷立群并非截取盗用蒋录明的录取通知书入学，而是冒用蒋录明的初中学籍、姓名参加中专入学考试，中专毕业分配工作后通过申请改名报告的形式更回原名。目前冷立群已被取消副县长候选人提名资格。
官员顶替上学引发“实名”举报
据记者了解，8月22日，湖南邵阳市委发布了一份长达131人的干部公示名单，其中包括现任新宁县发改局长、拟提拔为副县长的冷立群。
8月25日，一个自称为“蒋录明”的人士在网上“实名”举报称，冷立群曾有假冒自己名字顶替上学行为。
“蒋录明”在举报材料中称，网上简历显示，1974年出生的冷立群，1992年进入当时的邵阳农校就读中专，1995年毕业参加工作。但实际情况是，1992年，冷立群已高中毕业，因成绩太差无学校可上，便“窃取”了蒋录明当年被农校录取的通知，并改名“蒋录明”去了农校上学。1995年毕业后，他又改回“冷立群”的名字。
网帖中称，1993年左右，一位同乡同学告诉蒋录明，邵阳农校有个人和蒋同名，他当时以为只是同名，没在意。但后来发现此人一毕业就立即改了姓名叫“冷立群”。经过一番了解，蒋录明才弄清了当年被冒名顶替上学的来龙去脉，“不过当时因为邵阳农校不是什么好学校，所以也就没追究冷立群的责任。”
“蒋录明”近日看到邵阳政府网站公布拟提拔人选里居然有冷立群，感到气愤不已。“这样一个窃取他人学籍的中专生，居然能做到政府副县级。不知道这样的政府官员以后如何执政为民？”“蒋录明”质疑道。
转学冒名报考、工作后提交“更名”申请
邵阳市委组织部举报中心主任兼干部监督科负责人罗伟宏向记者介绍，网上出现新宁县副县长候选人拟提名人选冷立群“学历造假”举报后，邵阳市委立即安排市纪委、市委组织部组成联合调查组，于8月25日下午赶赴新宁县开展调查。
但调查组旋即发现，由于时隔太久，县教委没有电子档案留存上世纪90年代的学生资料，无法确认。
随后，调查组成员调取了冷立群的档案资料。“因为上世纪90年代档案资料管理不够详尽，冷立群小学资料无。而从中学开始到中专，他都是以‘蒋录明’的身份就读。中专毕业之后，‘蒋录明’更名冷立群。”罗伟宏告诉记者，在1990年回龙镇的二中高一的花名册中，调查组找到了“冷立群”的名字。
冷立群对调查组称，他1990年在回龙镇的二中读了一年的高中，因为想复读考中专，后来在巡田乡的塘尾头中学找了一个“蒋录明”的学籍读了书，1991年报考了中专。
调查组通过走访塘尾头中学原教导主任李泽球等人，查证了冷立群冒名入学的过程。据悉，冷立群的班主任肖老师父亲与冷家熟识。冷立群成绩素来不错，但如果1992年考大学，有可能考不上；即使考上了，因为当时国家政策变化，可能也不包工作分配。
“按照当时的政策，只有初中应届毕业生才能报考中专。而当时已经上了高一的冷立群失去了报考资格。”一位参与调查的人士介绍，1990年正在教初三的肖老师等将已经辍学打工的蒋录明的学籍从巡田中学调到塘尾头中学，再让冷立群以蒋录明的身份报考中专。
最终，顶着“蒋录明”之名的冷立群考上了邵阳农校。
记者查看了当年“蒋录明”的中考分数，7门考试总分为663分，在当地拔尖。
因为肖老师如今已经去世，时任“蒋录明”班级语文老师的李泽球、数名当时同班同学均向调查组确认，当年初三时班级确有一名转学生“蒋录明”，“就是现在的冷立群”。
调查组有关人士介绍，他们发现被冒用学籍、姓名的蒋录明，小学读书时原名叫蒋录兵。因为没有考上中学，蒋录兵复读后改名蒋录明并考上了巡田中学。但上到初二时，因为家境贫困，蒋录明就跟着父亲外出打工了。蒋录明告诉调查组，自己辍学后没有再读中专，也从未发过什么举报贴，对冷立群一事更是不知情。
冷立群考取中专后，以“蒋录明”的身份分配了工作，在新宁县巡田乡政府工作。
档案资料显示，1996年，冷立群向县委组织部门递交了申请改名的报告：称因亲姑姑年轻时膝下无儿，他曾过继给姑姑作儿子。后姑姑生育小孩，他10岁又回到了父母家生活。因此，希望恢复原来姓名。
这份报告中，有当地乡政府的签字“情况属实”，后经县委组织部批准。
冒名上学折射档案审核程序漏洞
“冷立群冒用蒋录明的初中学籍、姓名参加中专入学考试，之后被录用到原邵阳农校就读并获得中专学历，并非截取盗用蒋录明的录取通知书入学。”罗伟宏介绍，冷立群冒用学籍复读、报考的行为属于弄虚作假。此外，冷立群还存在档案填写不实和不如实向组织报告有关情况等问题。
据了解，冷立群属县管干部，其档案存放在新宁县委组织部。冷立群从科员到县发改局局长，经历多次提拔。依照规定，提拔使用前必须进行档案审查，却从未发现其冒名入学的问题。
“冷立群事件暴露出对档案审核把关不严的情况，邵阳今后将采取更严格的措施，严把资料审核关卡。”一位参与调查的人士说。
邵阳市委研究决定，取消冷立群副县长候选人提名资格，对其违纪违规行为依纪依规予以严肃处理，并对冷立群更名批准、档案审核相关责任人启动追责程序。
记者了解到，举报者自称“蒋录明”，但实际上并非蒋录明本人。而举报人在冷立群提拔之际冒用“蒋录明”进行“实名举报”，其用意尚不明确。
“在提名公示期间，组织部欢迎社会广大群众积极提供线索。不管是否属竞争对手所为，只要情况属实，都会对不法行为进行追究。”罗伟宏说。
