　　国务委员、中国公安部部长郭声琨9月6日在上海调研反电信网络诈骗工作时强调，要认真贯彻落实习近平总书记重要指示精神，按照李克强总理、孟建柱同志等中央领导同志要求，牢固树立以人民为中心的发展思想，把群众呼声作为第一信号、把群众期待作为努力方向，坚持关口前移、标本兼治，坚持综合施策、齐抓共管，以更加扎实的措施有效防范、精准打击、坚决遏制电信网络诈骗犯罪，切实维护人民群众财产安全。

　　针对电信网络诈骗犯罪非接触式、空间跨度大、智能化职业化专业化程度高、犯罪手法不断翻新等特点，上海市建设了反电信网络诈骗中心平台，探索积累了许多好经验好做法，实现了对电信网络诈骗案件“即时接报、即时劝阻、即时冻结、即时打击”。平台自3月底试运行以来，已冻结涉案资金7900余万元，劝阻3.5万余人次免遭电信网络诈骗侵害。

　　郭声琨要求，要坚持关口前移，有效整合各部门力量资源，充分运用大数据、云计算等技术，切实强化事前预警、事中劝阻，努力减少案件发生。要完善即时查询、紧急止付、快速冻结和第三方支付账户管理等制度，确保一旦发生电信网络诈骗案件能够快速响应、联动处置，最大限度避免和挽回群众财产损失，决不能让群众的“养老钱”、“救命钱”、“上学钱”被骗的悲剧屡屡发生。要针对电信网络诈骗犯罪的新动向、新特点，不断探索创新工作机制、提升打击能力，着力打好数据战、整体战、合成战，持续推进国际执法合作，坚决把犯罪分子的嚣张气焰打下去，坚决把犯罪分子绳之以法。

　　郭声琨强调，要强化源头治理，依法查处违规出租电信线路、制作传播改号软件等行为，严格落实电话卡、银行卡实名制，加强整治网上各类有害信息，严厉打击泄露或非法获取公民个人信息等活动，深入开展重点地区整治，切实堵塞监管漏洞。要加强整体设计和全国联动，努力形成全国一体化防范打击治理电信网络诈骗犯罪的格局，有效挤压电信网络诈骗犯罪活动空间，坚决切断电信网络诈骗犯罪链条。要通过群众喜闻乐见的形式广泛深入开展防范宣传，及时揭露不法分子的犯罪伎俩，引导群众“不听、不信、不转账、不汇款”，切实提高防范意识和能力。
