  改制三年,为何深陷亏损泥淖?


  铁路工人吐槽的工资低,不是没有原因的。


  在铁道部改制为铁路总公司的三年后,这家铁路巨无霸仍然处于巨亏状态之下。根据最新的财务报表,上半年中国铁路总公司亏损逾72.95亿元。

  奇怪的是,中国铁路总公司每年的业绩均呈现“上半年巨亏、全年微弱盈利”的局面。


  2014年为中国铁路总公司改制的第一个完整会计年度。当年上半年,中国铁路总公司税后利润亏损53.56亿元;但到了2015年初公布的2014年财报中,中国铁路总公司的税后利润由负转正盈利6.36亿元。


  2015年延续了该种态势,上半年税后利润巨亏88.2亿元,但全年盈利6.81亿元。2016年上半年继续巨亏。


  在上市公司中,这种会计手法往往会被交易所发来问询函。不过,在债券市场中,作为债券发行人的中国铁路总公司还没有受到交易商协会的这种待遇。


  中国铁路总公司在财报中未有解释其上半年和下半年业绩突变的原因。但多位专家表示,这背后可能与一些非经常损益项目有关。


  一位铁路专家称这可能与财政补贴有关:中国铁路总公司的很多财务信息都是保密的,财政部补贴一般都是年底发放。

  另一位专家称,上半年中国铁路总公司财务上更多的是干的数据,即业务运营数据,下半年到了会计年度结束的时候,除此以外还有资产拨备等其他数据。


  无论是什么原因,都折射出中国铁路总公司经营之困难。


  中国铁路总公司前身为铁道部,2013 年3 月,第十二届全国人民代表大会第一次会议通过了《中国国务院机构改革和职能转变方案》,决定实行铁路政企分开,组建中国铁路总公司,承担铁道部的企业职责。不少业界人士期待,政企分开能够为铁路的市场化铺平道路,并改观其业绩。


  不过,改制之后的中国铁路总公司业绩始终不佳。


  财报显示,上半年中国铁路总公司运输收入合计2819.38亿元,同比减少2.5%,其中货运收入1010.71亿元,同比降幅由去年同期的-6.17%大幅下滑-14.72%。


  对于中国铁路总公司业绩形势,有专家表示,铁路更多地还是承担社会功能,让他实现赢利其实很难。中国铁路总公司目前的盈利主要还是货运,而货运与宏观经济联系比较密切。


  中国铁路总公司自己的说法是,受到“营改增”运输收入核算口径变化影响,运输收入出现减少。同时,受到近年来新线集中交付使用带来的折旧和财务费用快速增长等因素影响,运输收入增速低于运输成本增速。


  上半年增加负债超千亿,员工吐槽工资低


  最致命的,可能不是主营业务的下滑,而是债务沉疴。


  截至上半年年底,中国铁路总公司负债达4.21万亿元,较2015年年底4.14万亿元增长超千亿规模,较去年同期3.86万亿元增长约9%。

  虽然国家明确表示,对中国铁路总公司的债务承担一定的救助责任,但利息支出却仍是挪不掉的包袱。


  中国铁路总公司2013-2015年利息支出金额分别高达535亿元、630亿元、779亿元,今年上半年为319亿元,这些数字均远远超过同期的税后净利润。


  中国铁路总公司的业绩下滑直接导致员工收入“名高实虚”。


  有自称铁路工人的网友吐槽说,“国企的领导和私企的领导有本质区别,你不能享受了行政级别还要拿私企的高工资,试问能有几个国企领导能创造出私企领导的业绩呢?”


  一位自称郑州铁路局的工人称,社会及各界媒体每年一月份都紧盯铁路涨工资,都传言铁路工资是如何如何的高,都质疑铁路工资已经很高了,还继续涨工资等等,现在我把2015年8月份的工资晒出来,让大家以及各界媒体都看看,到底铁路工人的工资有多高!


  他晒出的工资条显示,技能工资370元,岗位工资3551元,工龄工资101元,生活补贴130元,工种补贴20元,技术补贴10元,岗位津贴300元,安全效益300元,一共不过四千多元。


  在利息负担之下,中国铁路总公司开始在其他方面着手压缩支出。


  “收入有点紧张,一个月5K多工资,有点太低,接受不了”,一个自称刚刚离职的铁路工人说,在铁路工作了八年,后来办了停薪留职,单位现在不让办了!二选一:要么回来、要么辞职。
