　　赵世峰的妻子董秀侠说，由于自家位于一楼，于是她借势开了家小烟酒店。在董秀侠看来，烟酒店的经营面积作为商业用途，应该获得比普通住宅更高的赔偿金额，因此，她提出了双倍赔偿的方案，却一直未得到拆迁方的认可，双方一度为此胶着不下。

　　尽管关于具体赔偿仍有异议，赵世峰仍然和赵鼎、赵颖一道，在今年8月8日与县住建局签署了补偿安置协议。在这份补偿协议中，三套房产的评估总价约为82万元，赵家选择产权调换和自行过渡的补偿方案。

　　记者看到，这份方案中，甲方为沛县住建局，而拆迁受委托实施单位，则为沛城街道办事处。

　　根据这份补偿协议的约定方案，赵世峰需要在协议签署15日内，将钥匙交出，并腾空房屋。也就是说，在8月23日之前，赵世峰董秀侠夫妻俩，需要和老母亲王世兰一道，离开住了二十多年的老房子。

　　董秀侠说，由于王世兰年事已高，不少房东比较“忌讳”，因此带着老人租房不是很方便，于是自己向街道办提出申请，希望可以“宽限些日子腾房”。沛城街道办同意了这一申请，但双方并未具体约定最后腾房时间。

　　让他们没有想到的是，这样一则口头约定，为日后的悲剧埋下隐患。

　　活埋二十分钟后被挖出

　　由于在沛县找到了新的住处，9月6日起，赵世峰便陆续将家具、电器等搬走。此时的王世兰仍然住在老屋内，等着东西都腾完后，一起跟着搬家。

　　9月7日中午，董秀侠赶回老屋内，为王世兰做饭。那顿饭，她煨了汤，熬了稀饭。中午11点多，她打算到王世兰房里抓一把葱，顺便叫起卧床的婆婆。

　　在赵世峰看来，此前双方已经约定“宽限些时间腾房”，自己却依然遭遇了强拆，并直接导致失去母亲。而在沛县当地政府的通报中，事件却呈现另一种面貌。

　　沛县县委宣传部向记者发来的情况汇报显示，2016年7月5日，沛县政府为加快棚户区改造步伐，决定对歌风小区地块实施征收。2016年8月5日开始进行签约，被征收人赵鼎于2016年8月8日以产权调换方式与房屋征收部门签订了《沛县国有土地上房屋征收补偿安置协议》，2016年8月21日，赵鼎将腾空的房屋钥匙交给沛县四通拆除有限公司，并于8月28日领取了房屋征收搬迁奖金73914元。

　　当地政府据此认为，至此，“被征收人赵鼎的房屋所有权已经发生转移，已无权再继续占有该房屋。”
