“美女市委书记”卷起的官场巨浪 曾两年“三级跳”

　　近日，四川内江官场巨震。

　　9月6日至7日两天之间，内江市委书记杨松柏、市委副书记周勇均被调查。在这两人之前，内江市人民检察院检察长钟长鸣亦于8月22日被调查。

　　注意到，内江的这场官场巨震，令各界的目光聚集在两年前落马的资阳市委原书记李佳身上。

　　在四川官场，李佳是个名人，她在四川省委组织部工作了15年，曾任省委组织部常务副部长，魏宏、李崇禧等四川落马高官被曝都与她有交集;长期插手四川事务的周永康，跟她也有来往。

　　“两年‘三级跳’得益于魏宏”

　　李佳是四川本土人，今年正好50岁。注意到，她的第一学历并不高，乐山师范学院的专科毕业生。不过，其仕途发展顺利，毕业后曾在乐山短暂任教，没过多久就进入团系统，后就进入组织系统。在四川省委组织部，李佳与魏宏总计共事了11年。

　　李佳初到省委组织部时，任党员管理处副科级组织员。彼时，魏宏已由副处长，升为正处级副秘书长，后又被提拔为副厅级秘书长、副部长。2000年至2002年，魏宏在雅安干了两年。再回四川省委组织部后，魏宏在2002年最后的四个月，完成了由主持工作的副部长、部长、四川省委常委兼组织部长的“三级跳”。

　　注意到，魏宏走上四川省委常委、组织部长岗位两年后，李佳也在2004年至2006年这两年间，完成了仕途“三级跳”，由四川省委组织部干部一处处长，升为四川省委组织部部务委员，之后升任乐山市委常委、常务副市长，从处级干部跃升为正厅局级官员。

　　在乐山只干了一年，又在共青团四川省委书记任上干了一年，李佳于2007年再回四川省委组织部，出任四川省委组织部常务副部长。

　　“巧合”的是，李佳重回四川省委组织部担任要职之时，魏宏离开了四川省委组织部，出任四川常务副省长。

　　多位四川政界人士接受新京报记者采访时说，李佳上述两年间“三级跳”，很大程度上得益于魏宏。两人在省委组织部共事时就过从甚密。通过魏宏，李佳进入了周永康视线，周永康落马前，魏宏曾带着李佳给周祝寿。可李佳落马后，检举了魏宏。

　　资阳官场风波

　　在四川省委组织部常务副部长任上，李佳干了2年，2009年开始主政地方，调任资阳市委书记，至2014年11月落马时，她主政资阳已有5年。

　　注意到，李佳2014年11月被查时，媒体用“崩塌”形容当时的资阳官场。

　　就在2014年前11个月，资阳4名市领导先后被查：李佳和资阳原市长邓全忠、市人大常委会原主任罗勤宏(系前任市长)、原副市长赵涌涛。当时，资阳四大班子只剩下一个代理市长和政协主席。

　　资阳官场为何掀起如此大的风浪呢?

　　据报道，四川汉龙集团董事局主席刘汉被捕后交待，他对李佳进行了利益不当输送。2009年李佳任资阳市委书记后，汉龙集团加大了对资阳的投资力度。

　　公开报道显示，刘汉攀附周永康之子周滨，是周滨的“白手套”之一。而在周滨背后，则是周永康的“四川帮”诸多成员，四川省委原副书记李春城、四川省政协原主席李崇禧等。值得一提的是，李崇禧的老家就是资阳，有媒体报道说，李崇禧曾给四川省委组织部打招呼，要求安排“资阳系”官员。

　　内江官场风浪

　　李佳并没有在内江的任职经历。那么此番内江官场地震，各界为何把目光对准了她呢?

　　注意到，李佳被宣布调查5个月后，去年4月，内江市人民检察院以涉嫌受贿、贪污犯罪等两项罪名，对李佳立案侦查，并采取强制措施。

　　这意味着，李佳案去年4月就已走入司法程序。不过，16个月已过，截至目前没有李佳案开庭审理的消息，可办案机关负责人、内江市人民检察院检察长钟长鸣却在今年8月被宣布调查。

　　官方没有披露钟长鸣被调查的具体原因。来自媒体的报道则呈现出一个细节：李佳被采取强制措施后，内江多位官员曾经去监所探望李佳，还请李佳吃了一顿饭。

　　依据刑事诉讼法等法律的规定，在法院判决前，职务犯罪嫌疑人不得会见家属和亲友，以免串供。如果上述报道属实，那么内江多位官员是如何进入的监所?谁批准的?此事跟钟长鸣以及内江市委书记杨松柏、市委副书记周勇，是否有牵连?

　　更引人深思的是，内江官员为何要违反规定，到监所探望李佳呢?

　　对此，四川省组织系统一位官员接受采访时表示：李佳在四川省委组织部任职时间极长，曾经担任部务委员、常务副部长等职，对于省内地方官员的任命有一定的影响力，即使无法左右地方主要官员的任命，但是与之交好也是官场常态。

　　李佳其人：“保养得体，身材姣好”

　　多位四川政界人士跟说，李佳被称为“美女市委书记”，“保养得体，身材姣好”。而且善于交际，在饭局上常端着酒杯每一个桌子轮着敬酒，每一个桌子的“敬酒词”都不一样。

　　注意到，媒体报道对李佳的印象时说，对其最深的印象是穿衣打扮非常精致，李佳喜欢穿英国格子衣服，特别喜欢奢侈品牌，对奢侈品如数家珍。

　　而且李佳会说话，“坐在椅子上，总是笔挺挺的，说话声音清脆，有逻辑，绝不是一个浮夸的地方官，如果不知道她以前的学历，还以为她是个名牌大学毕业的，她谈到认识很多香港的富豪、北京的大官，但话语间，却没有让人感到她是在炫耀，虽然这些富豪和大官的确都和她有着各种各样的工作关系”。
