中国“天河工程”启动论证 南水北调有望“空中调水”

  “‘天河工程’一旦成功,有望实现跨区域空中调水,构建南水北调‘空中走廊’。”中国科学院院士、青海大学校长王光谦在“天河工程”论证启动会上说。


  “天河工程”论证启动会暨第一次专家组会议9日至11日在青海省西宁市举行,该科研项目由清华大学与青海大学联合团队主持,旨在科学分析大气中存在的水汽分布与输送格局,进而采取人工干预手法,实现不同地域间大气、地表水资源再分配。


  王光谦告诉记者,观测结果显示,在大气边界层到对流层范围内存在稳定有序的水汽输送通道,可将其称为“天河”,基于大气空间的跨区域调水模式就是“天河工程”。


  “我们首先将通过对大气中水汽含量及‘迁徙’路线的监测,掌握水汽‘迁徙’规律,并在有条件的地区进行人工干预,解决北方地区地表水资源短缺的局面。”王光谦说。


  权威监测报告显示,近30多年来,中国北方地区主要河流径流量总体呈下降趋势,2025年将有可能面临物理性缺水。作为国家重要战略性工程,南水北调东线、中线工程已在一定程度上缓解了北方地区缺水问题,但西线工程由于海拔较高、地形复杂、生态脆弱等原因,尚处于论证阶段。


  中国科学院院士、中国航天科技集团公司科技委员会主任包为民认为,“天河工程”及未来南水北调“空中走廊”的构想,有助于实现青藏高原地区生态效益最大化,促进全国特别是北方经济社会发展。


  根据规划,“十三五”期间,“天河工程”有望每年在青藏高原的三江源、祁连山、柴达木地区分别增加降水25亿、2亿和1.2亿立方米,中远期有望实现每年跨区域调水50亿立方米,大约相当于350个西湖的蓄水量。
