湖南一防洪堤6年内垮塌5次 官方表示要严查失职渎职行为
新华社长沙9月14日新媒体专电（“新华视点”记者白田田、周楠）近日，新华社“新华视点”栏目曝光湖南省道县一段近800米的“滨河路二段防洪堤”建成6年来发生5次垮塌，部分建造石料类似于“风化石”，用手就能捏成碎渣，工程质量令人质疑。
14日，道县县委宣传部向“新华视点”记者回应称，目前相关调查全面启动，将彻查垮塌原因，认定垮塌责任。道县已组织水利专家开展现场勘探检测，安全评价复核、工程质量检测等工作将于9月底完成。
同时，道县成立了联合调查组，对项目涉及单位进行初核初查，严查其中存在的失职渎职行为。待问题原因查清后，结合县城防洪工程建设，垮塌处的修复工作将统筹推进。
根据记者此前的实地调查，滨河路二段防洪堤主体工程自2010年完工以来总共发生5次垮塌，其中今年5月就接连发生两次。有的堤段经修复后，再度发生垮塌事故。目前防洪堤仍有3处垮塌，最长一处近百米。大量石料、土方和护堤栏杆滚落江边，岸上拉起了警戒线，设有“塌方危险、禁止靠近”的提示牌。
在防洪堤垮塌现场，类似“风化石”的石料在大堤外立面和垮塌处横断面随处可见，这些石料大部分用木棍一戳就碎，有的直接用手可以抠下来一大块，有的石块用手一捏便成为碎渣。在垮塌断口处，不少石头间完全看不到砂浆。
住在防洪堤周边的居民说，防洪堤本应是“百年大计”，结果一再垮塌，整改重建又“走过场”，一到下雨天，大家“谈堤色变”，不敢来河边。
据了解，2008年，永州兴龙置业有限公司通过招拍挂的形式，获得“滨河路二段防洪堤”工程的建设权。记者拿到工程指挥部的一份会议纪要写明，防洪堤建设单位为道县人民政府，责任单位为道县水利局，承建单位为永州兴龙置业有限公司。
道县有关部门负责人最新回应称，建设期间，道县水利局等单位在监管时发现部分页岩石、砂浆使用不规范等问题，下发了整改通知书，但承建方未严格按要求整改落实，工程也一直未予验收。
