通报称，这起特大故意杀人案事实清楚，但从中暴露出当地工作中存在着一些不容忽视的问题，教训是深刻的：一是矛盾纠纷排查调处不主动不及时。在案件的调查中，了解到杨家家庭成员之间矛盾复杂、思想隔阂严重，以及同邻里之间关系长期不和谐、与村民很少来往等情况，之前村干部虽然知情，但没有引起足够重视，协调沟通不够，调处化解矛盾不主动不及时。二是对杨家危房改造工作不深入。杨家房屋属于危房，居住条件差。虽然县镇村干部多次上门动员其进行危房改造，但因杨家家庭成员之间意见相左未能实施。从中反映出镇村干部没有根据该户家庭的特殊情况设身处地着想，缺乏深入细致的思想工作和行之有效的措施办法。三是对扶贫政策的落实不完全到位。基层在贫困户识别和退出过程中有简单化操作的问题，仅用收入作为衡量标准、用村民投票方式决定是否享受低保，没有综合考虑杨家的实际情况，方法简单粗糙，缺少对杨家有针对性的帮扶措施。四是对死者家属相关安抚工作不够。案件发生后，虽然对死者家属进行了慰问安抚，但李某英的自杀身亡暴露出对死者家属的思想疏导工作做得不细致、不深入，特别是对李某英在杨家的特殊处境考虑不周，对其失去亲人的悲痛心情重视不够，心理状态了解不透，安抚工作做得不细致。
副县长等6名干部被处分
通报称，鉴于这起特大故意杀人案造成了恶劣的社会影响，相关方面人员负有不可推卸的责任，临夏州、康乐县纪委和监察部门按照《中国共产党纪律处分条例》《行政机关公务员处分条例》《甘肃省实施〈中国共产党问责条例〉办法（试行）》《甘肃省行政过错责任追究办法》等法规，对相关人员提出了处理意见。经临夏州委、康乐县委研究决定，对县、镇、村三级工作失职责任人员实施问责：给予副县长马永忠党内警告处分；给予景古镇党委书记白仲明，党委副书记、镇长吕强党内严重警告处分；给予景古镇副镇长陈广健留党察看一年处分，建议行政撤职；给予景古镇阿姑山村党支部书记李进军留党察看一年处分（根据规定，党内职务自动撤销）；给予村委会主任魏公辉留党察看一年处分，建议按相关规定予以罢免。
