　　新华社南京9月16日电（记者陈刚）江苏新沂小钢厂违法生产销售“地条钢”近期遭曝光，并受到钢铁煤炭行业化解过剩产能和脱困发展工作部际联席会议办公室通报。记者在新沂市采访了解到，目前，涉事企业的生产设备和简易厂房已被拆除，所在地瓦窑镇及新沂市发改经济委、环保局等部门的多名官员分别被处以免职、撤职、开除党籍等处分，其中2人涉嫌渎职被检察机关立案侦查。

　　小钢厂夜间偷偷“炼钢” 生产销售皆违法违规

　　记者在位于新沂市瓦窑镇的华达小钢厂看到，厂区面积近百亩，目前生产设备和简易厂房已被拆除。在厂址一处能看到散落的废旧钢铁，“这就是生产‘地条钢’的原料。”现场工作人员介绍，共计拆除了3条生产线和12台中频炉。

　　“都是夜间偷偷开工，声音大得让人睡不着觉。”住在附近的一位楼姓村民说。新沂市发改经济委主任王晓东介绍，这家小钢厂未经项目立项、环评，使用国家明令淘汰的落后设备私自违规生产“地条钢”，为躲避执法部门监管，该厂还多次变更法人代表。

　　新沂市政府在提供的书面材料中表示，2011年以来，当地发改经济委、环保局、市场监管局等部门依据有关规定，对华达小钢厂多次下达停产、断电、关停的处罚通知书，但在落实过程中因监管不力，加之今年3月份以来，粗钢市场价格上涨，华达公司受利益驱动，出现夜间断续违法违规生产现象。

　　据钢铁煤炭行业化解过剩产能和脱困发展工作部际联席会议办公室12日印发的《通报》，新沂这家小钢厂钢铁项目属违规建设，主要生产装备全部为国家明令淘汰的落后装备，环境污染问题突出，产品也完全属于国家严厉打击的“地条钢”范畴，存在较为严重的质量问题。根据相关法律、法规和国家产业政策规定，该钢铁项目建设、生产均属于典型的违法违规行为，应依法依规予以严肃查处。

　　企业负责人被刑拘 多名官员被免职撤职

　　记者了解到，小钢厂违法生产被曝光后，江苏省、徐州市要求坚决整治，依法依规从速查处。新沂市成立市委书记任组长的领导小组，安排部署处置整改工作。

　　新沂市委常委张丙飞介绍，除拆除生产设备、厂房外，当地严肃追究企业法律责任。7月29日，公安机关对华达小钢厂涉嫌生产销售伪劣产品及污染环境问题立案侦查，其主管人黄振如和直接责任人黄友明、黄秀鹤已被刑事拘留，另有7人在逃，已上网追捕；涉嫌销售伪劣产品的下游经销商有7人被刑事拘留，另有3人取保候审。下一步，司法机关将对相关人员依法处理。

　　针对部门监管不力问题，新沂市委、市政府也迅速启动问责程序，7月底就对瓦窑镇镇长、发改经济委、环保局分管负责人作出免职处理。

　　当地同时启动了调查追责程序，对瓦窑镇党委书记林秋鸿给予撤销党内职务处分，对瓦窑镇镇长钱胜利、市场监督管理局副局长高峰给予开除党籍处分；对市发改经济委分管负责人杨镇给予行政撤职处分；对市环保局副局长刘剑给予行政记过处分。

　　其中，钱胜利、高峰2名科级干部，涉嫌渎职，于8月17日被检察机关立案侦查。徐州市纪委对新沂市相关处级领导也启动了问责程序。

　　“以前的问题之一就是没有及时关停到位，没有拆除相关设备。新一轮的排查将按照国家有关部门要求，对违法企业彻底断水断电、拆除生产设备、清理厂房、没收生产资料、没收产品。”王晓东说。
