一、“8?26”案件的性质
据中国公安部门现场勘查和鉴定，8月26日18时许，康乐县景古镇阿姑山村老爷湾社发生一起5人死亡的刑事案件。该村村民杨改兰在其家房屋后一小路上，用斧子将自己的4个子女杨某帆、杨某利、杨某清、杨某福致伤后，服农药自杀，导致杨某利、杨某福当场死亡，杨某清在送往医院途中死亡，杨某帆、杨改兰被送往医院进行抢救无效先后死亡。事发后第八天即9月4日，发现杨改兰丈夫李某英在本村树林服毒身亡。
目前，经中国公安部门和检察机关现场勘查、痕迹物证检验鉴定、法医尸检、走访了解和深入调查取证，确定这是一起特大故意杀人案。
二、案件的教训和反思
这起特大故意杀人案事实清楚，但从中暴露出我们工作中存在着一些不容忽视的问题，教训是深刻的。
一是矛盾纠纷排查调处不主动不及时。在案件的调查中，了解到杨家家庭成员之间矛盾复杂、思想隔阂严重，以及同邻里之间关系长期不和谐、与村民很少来往等情况，之前村干部虽然知情，但没有引起足够重视，协调沟通不够，调处化解矛盾不主动不及时。
二是对杨家危房改造工作不深入。杨家房屋属于危房，居住条件差。虽然县镇村干部多次上门动员其进行危房改造，但因杨家家庭成员之间意见相左未能实施。从中反映出镇村干部没有根据该户家庭的特殊情况设身处地着想，缺乏深入细致的思想工作和行之有效的措施办法。
三是对扶贫政策的落实不完全到位。基层在贫困户识别和退出过程中有简单化操作的问题，仅用收入作为衡量标准、用村民投票方式决定是否享受低保，没有综合考虑杨家的实际情况，方法简单粗糙，缺少对杨家有针对性的帮扶措施。
四是对死者家属相关安抚工作不够。案件发生后，虽然对死者家属进行了慰问安抚，但李某英的自杀身亡暴露出对死者家属的思想疏导工作做得不细致、不深入，特别是对李某英在杨家的特殊处境考虑不周，对其失去亲人的悲痛心情重视不够，心里状态了解不透，安抚工作做得不细致。
三、问责处理情况
鉴于这起特大故意杀人案造成了恶劣的社会影响，相关方面人员负有不可推卸的责任，州县纪委和监察部门按照《中国共产党纪律处分条例》《行政机关公务员处分条例》《甘肃省实施〈中国共产党问责条例〉办法（试行）》《甘肃省行政过错责任追究办法》等法规，对相关人员提出了处理意见。经州委、县委研究决定，对县、镇、村三级工作失职责任人员实施问责。给予县政府副县长马永忠同志党内警告处分；给予景古镇党委书记白仲明同志，党委副书记、镇长吕强同志党内严重警告处分；给予景古镇副镇长陈广健同志留党察看一年处分，建议行政撤职；给予景古镇阿姑山村党支部书记李进军同志留党察看一年处分（根据规定，党内职务自动撤销）；给予村委会主任魏公辉同志留党察看一年处分，建议按相关规定予以罢免。
如果发现其他违纪违法问题，我们绝不姑息，严肃处理。
四、下一步工作
按照有关政策，我县将积极采取相应措施，对杨改兰遗属生产生活中的困难予以救助，在征得遗属同意后，尽快帮助其进行危房改造。同时，举一反三，在全县全面开展排查整改工作。
一是集中开展矛盾纠纷排查调处活动。全面摸排涉法涉诉、征地拆迁、企业改制等方面的矛盾纠纷和隐患，落实责任，建立台账，抓好整改，挂牌销号。
二是集中开展危房改造工程。集中时间和力量加快农村危房改造步伐，优先安排D级危房改造。
三是集中开展城乡低保核查工作。着力核查和解决存在的暗箱操作、优亲厚友等问题，切实保障好困难群众的基本生活。
