据悉，当天下午，唐献泰一行人，来到位于文峰区的碧桂园项目工地暗访时，大门紧锁。透过门缝可以看到，工地里面有大量黄土没有任何覆盖。当执法人员亮明身份，要求进入工地进行执法检查时，工地一名工作人员竟一再阻挠，声称他们领导有要求，没有领导同意，不许任何人进入工地，其需要向领导汇报后才能打开大门。随后，在执法人员一再要求下，其仍称必须等他们领导来后才能打开大门。过了近40分钟后，几名工地工作人员到来后，大门才被打开，执法人员方才得以进入。
进入工地后，不多远便可发现大量黄土裸露，没有进行覆盖，也没有任何人进行覆盖作业。当执法人员询问是否接到通知对裸露黄土进行覆盖时，工地工作人员未作出正面回答。
对这种拒绝执法人员进入检查的行为，安阳市住建局副局长杨庆兵表示，9月15日，安阳市住建局对全市建筑工地下发了暂停土石方作业和搞好扬尘治理的通知，绝大多数工地都能按要求执行，但也有极个别工地对此置若罔闻。文峰区碧桂园项目工地依然是覆盖不严，扬尘四起。按照大气污染防治法相关规定，拒绝执法人员检查，将对其进行20万元罚款。9月17日早晨，安阳市住建局督导组将对其进行复查，如该工地依然没有覆盖到位的话，将对其进行每天20万元的罚款。
对于工地覆盖不到位的情况，安阳市大气污染防治蓝天工程指挥部督导组曹三忠说，按照大气污染防治法有关规定，市环保局将对该工地处以20万元罚款。
据悉，此次暗访中还发现，垃圾带、散煤销售点、废品回收站等存在问题。
安阳大气污染状况仍突出

而具体来说，安阳市存在的主要问题共9类，分别是：道路扬尘四起、工地防尘抑尘不力、“小炼钢”群仍然存在、销售散煤露天堆放、“堆料围城”现象突出、小砖厂日夜生产、超标烟尘排放、存在非法生产偷排、粉末扬尘污染严重等。
