按照原先的协议，法国电力在保持控股50%以上的情况下，可引入其他投资者进入该项目。如今新增加的附加条件，无疑增加了英国政府对该项目的控制权。
按照此份声明，对于未来新的核电项目，英国政府也将持有特殊股份，以保证未获其批准的情况下，项目控股方不能对外出售大量股份。
英国政府表示新增附加条件，是为了确保外国企业在英国的投资，能够最大程度符合英国本国的利益。
该项目也是中国核电企业进军欧洲的首个核电项目，备受国内业内的关注。中国希望依托该电站，获得后续项目，实现中国自主核电技术向发达国家的首次出口。

直到7月28日，法国电力董事会以10:7的投票结果，通过了英国欣克利角C核电项目的最终投资决策。但与此同时，英国公投脱离欧盟后，新一届英国政府对该项目持谨慎态度，表示将对项目进行各方面的仔细考虑，推迟到今年初秋做出最终决定。
