　　矿泉水厂老板 侯招宇：农药的味道。发现被污染了以后，我们第一时间就打了12369投诉（举报）电话。

　　接到举报后，花溪区环保局监察大队第一时间通知监测部门，对水质进行分析，同时对整个片区进行污染源排查。

　　环保局调查人员根据地下水的流向，从下游向上游进行逐一排查。终于在上游十几公里外的马洞村一个所谓的防火材料厂发现了情况。

　　调查人员发现，在污水沉积池内没有设置任何防渗措施，沉积池内的废水只是经过简单沉淀就通过一根白色塑料管道排出，顺着这根管子，检查人员沿着山路整整走了70多米，最终通到了一个两米见方的溶洞口。

　　贵州贵阳花溪区环境监察大队大队长吴忠斌：它的管子是这样竖下去的，这个地方和生产车间气味一样，根本站不住人，简直就受不了。你要是不顺着它排水管的话，你还真难发现这个洞，它的生产废水就排到地下溶洞，地质专家分析，这个溶洞与矿泉水厂水源是连通的。现在把这边污染源断了，那边水就好了，那就更加证明了它的污染对我们下游水质的污染。

　　沉积池内液体的采样监测报告显示：废水中苯、甲苯分别超标145倍和2359倍，其中化学需氧量COD高达107200mg/l，超过国家标准1071倍。

　　污染罪魁祸首竟是制毒窝点

　　那么这家排污企业到底是家什么企业？是生产什么的企业？为什么选择在这样一个地点进行生产？

　　当地环保局调查人员在公安干警的配合下，为了弄清楚这个厂子的内部情况，由于没有钥匙，想要进到厂内取证，只能把厂子的门撬开。

　　调查人员进入厂内，发现厂房内堆放着几十个大桶，在二楼的房间内还发现了各种仪器。

　　在发现烧瓶、漏斗等设备的同时，调查人员还发现了很多“扑尔伪麻片”的空盒子，难道这里是个生产假药的工厂？

　　记者在现场解到，这里地理位置居高临下，极其隐蔽，并且非常适合逃跑。另外这个地方距离当地的水库仅有500米，同时也是饮用水源的二级保护区。

　　在距离这个厂房不远的另一个厂房内，调查人员发现了更多的原料桶和专业的生产器具，存有氨水、甲醇等大量化工原料，屋外空地上还存放着数十灌“溴素”。同时，还发现了几麻袋的扑尔伪麻片的空包装。

　　厂房内存放的反应釜、离心机、还有其他搅拌机等生产工具，再加上是利用扑尔伪麻片作为原料，经过调查人员分析，可以确定这个地方是通过提炼麻黄素，再利用溴元素合成冰毒，从事违禁化学品生产的窝点。

　　贵州贵阳花溪区环境监察大队大队长 吴忠斌：这里还有比方说它溴素的罐子，还有一些危险废物，还有危险化学品，都在这里封存，在这个案子全部告破以后，我们将会根据国家关于危险废物保护法的规定，对于危废的，交给省固废中心进行无害化处理。属于危险化学品的，按照安监部门的管理要求进行转移，进行处理处置。

　　这是贵州省环保厅今年开展环保“风暴”行动以来，查处的第一个被中国公安部挂牌督办的案件。根据《中华人民共和国刑法》第三百三十八条的相关规定，这个非法加工点的行为被认定为污染环境罪。此案已经正式移交公安机关，据初步调查，共有10余人涉案，已经抓捕6人，目前案件还在进一步侦破当中。
