　　中国农业科学院北京畜牧兽医研究所原博士魏景亮举报称，为了应对三年一度的转基因检测中心的档案检查，获得资质认定证书，北京畜牧兽医研究所通过“赶作业” 式的档案造假，将3年的实验记录在1个多月时间内赶完。最终，这些档案成功混过了专家组的巡查，该机构也又一次获得了转基因检验资质。

　　从9月18日发出举报爆料帖子至今，此事受到广泛关注。

　　9月19日，中国农业科学院发布声明称，农业部联合调查组将进驻北京畜牧兽医研究所开展核查。

　　19日下午，北京畜牧兽医研究所的副所长张军民对澎湃新闻回应称：目前中心并没有接到国家任务，也没有对外出过相关报告。检测中心只是记录体系和质量运营上存在一定瑕疵，但并不是造假。

　　对于张军民的媒体回应，魏景亮向封面新闻（thecover.cn）表示自己只认同一半：“的确，该中心还没有接到国家检测任务，也没有对外出具报告。也就是说，还没有造成大面积的影响。”

　　然而，对于另外一句话，魏景亮表示难以认同：“说不是造假，而是瑕疵，这就很微妙了。这都不算造假，那怎样才算？”

　　举报之路 4个月多次举报未果

　　这条举报之路，魏景亮也是走得比较曲折。

　　魏景亮告诉封面新闻（thecover.cn），造假一事发生在去年，迫于学业压力一直没有举报。思前想后，今年3月份他申请退学，从今年5月份办完退学手续开始，他便开始向中国农业科学院研究生院口头举报检测中心造假一事，然而经过约谈，研究生院表示无权处置此事。

　　期间，他又求助媒体，然而未果。过了几个月，有记者将他的举报材料反馈到农业部，但是收到的回复是“已经上报领导”，没有任何处理。

　　9月18日，魏景亮将举报材料发到了百度贴吧里，受到一些网友关注，有网友将材料转到了知乎。魏景亮说，他又以自己的身份在知乎和果壳上面发布了爆料。不过，果壳和知乎后来将他的帖子删除，理由是“政治敏感”。

　　魏景亮说，举报至今，他尚未收到北京畜牧兽医研究所、中国农科院等机构的任何反馈。

　　应对巡查一个月 “补齐”3年的实验记录

　　据了解，目前中国有42家转基因监测中心。大多是挂靠在一些高校和科研院所的科研用实验室，兼做转基因检测。

　　每家转基因检测中心每年都会收到科技发展中心的能力验证任务，检测盲样通过才可以保留。每三年都由农业部，科技部等三部门联合成立专家组巡查，检查质量控制体系，档案等。如果巡查合格，才会给该机构颁发检测能力认证证书。

　　而这里的巡查内容，就包含转基因检测中心日常工作中需要的所有过程性档案，包括所有质量控制需要的对环境的记录，仪器检查校准，标准物质和所用试剂的使用记录，按年度进行的监督员监督工作记录等。

　　“我 们还没有接到国家级的基因检测任务，也没有对外出具过检测报告。因此这些实验都只是对内的，包括新人员培训、新旧技术对比等等，但是这些实验的记录是巡查 组评估资质的重要因素。”魏景亮说，2015年7月又是巡查时间，而这些按理来说非常重要的实验记录在当时却在5月份还是一片空白，因此要他和其他工作人 员在一个多月的时间内“补齐”3年的实验记录，应对巡查。

　　“赶作业”式的档案造假机构获得资质认定证书

　　魏景亮被要求担任“档案员”，负责档案制作管理。由于觉得“良心不安”、责任重大，他多次和导师发生争执，要求退出这项工作。然而却被导师驳回。

　　后来他在举报材料中详细叙述了检测中心造假的情况：大规模“赶作业”式的档案造假、人员的冒名顶替和制作虚假劳动合同、任用实验技能不熟练的硕士研究生进行检测、对外推脱检测委托，同时有可能私下开出虚假报告。

　　经过1个多月的“赶制”，档案完成。7月，5位专家组成的巡查组前来进行了为期3天的检查。

　　“专家应该是看出来了问题的，也提出过具体的整改意见：比如记录不完全等问题。”魏景亮告诉封面新闻，尽管如此，但是巡查组最终还是颁给了该转基因监测中心资质认定证书。

　　“一个月赶制出来的，笔迹、纸张新旧程度都能看得出来。这和3年照实记录制作出来的根本不同。”魏景亮甚至觉得，巡查组的专家大概也是“心照不宣”。

　　“所以，这个转基因检测中心具有一切国家承认的检测能力和效力，但实际上却是空壳子，有可能出现错误结论。”魏景亮在自己的举报材料中这样写道。

　　他告诉封面新闻，在2013年的一次国家盲样检测中，全国42家转基因检测中心有1/3没有通过第一次盲样检测、出现了错误结论，其中也包含北京畜牧兽医研究所。“不过好在第二次盲样检测通过了，否则就得大幅整改。”

　　重点不在于“反转”或“挺转”而在于资质造假

　　魏景亮的举报材料在网上发出后，又引发了“挺转”和“反转”的大争论。有人认为他是借转基因来蹭热度，也有人认为他写这篇文章就是为了“反转”。

　　然而，在他看来，“挺转”和“反转”是科学辩论，值得提倡。但他的初衷并非“反转”，而是希望唤起人们真实、严谨的实验态度，而非通过造假来获取资质。

　　“质量控制体系的确是日趋完善，而非一成不变的。我们不能苛求一步到位，做得很完美，可以有后天的修饰和完善，但是很多基本的原则是不能改变的。”魏景亮说，质量控制体系的基本原则就是每一个环节都要坚持有记录，要可追溯，绝不能因为过程繁琐就主观故意放弃。

　　他说，现在很多人跟他留言交流，表示各行各业都存在这种造假现象。“如果造假成本高到让人们承受不起，那么就不会有那么多人铤而走险。”

　　“现在机构还没有对外出检测报告，也就是说还没有造成严重后果，国家及时介入调查，可以增加公信力和说服力。如果等到机构出了报告，而产品又流到国外，国外再调查，那就问题很大了。”

　　魏景亮说，从退学至今，家人给了他很大的支持。“我父母只是小公务员，导师通过各种渠道给了他们很多压力，但是他们坚持我做的是正确的事情，也不害怕威胁。”

　　虽然是出于导师压力，他自己也的的确确参与了“档案造假”这件事情中。是否会担心调查此事会牵涉其中呢？魏景亮对此回答的很坦然：“我已经退了学，这个行业估计也容不下我，这是我已经承受的后果。至于以后，如果调查我确实还涉及法律方面的责任，我愿意和机构一起承担。”

　　9月20日下午，封面新闻记者多次致电北京畜牧兽医研究所多位机构负责人手机，均无人接听。
