优步中国方面此前向记者解释，所谓的“幽灵车”，其实是司机的刷单行为，优步的运营和技术部门一直对此在打击。

技术上似乎也并不算先进。一名网约车平台从业者告诉记者，“幽灵车”就是通过一个虚拟定位软件，把一辆没有出现在某城市的车辆，从异地虚拟转移到该城市进行接单。这种刷单类型，主要针对实行“免密支付”的网约车平台，滴滴的免密支付需要乘客自选，优步默认免密支付，因此优步更容易受到“幽灵车”的“攻击”。
滴滴方面告诉记者，滴滴平台上曾出现的“僵尸专车”，也是不法分子利用虚拟定位技术骗取滴滴平台的费用。
在具体的刷单流程上，按一名专门刷单的司机对北青报的说法,刷单手通常有几十个手机号，用于刷单。想要刷单的司机，和刷单手沟通后,司机发布行程,刷单手抢单，“这一单其实并没有拉人,但有实际的行程,司机还可以挣来一部分补贴,然后根据车费两个人分成。”

据悉，滴滴方面已经提醒相关司机，北京、上海两地法院分别就网约车刷单案进行宣判，涉事人员因诈骗罪最高获刑一年。
滴滴中层：优步应取消过高的司机推荐奖励

朱巍认为，“幽灵车”本质上还是一种不法司机的刷单行为，“网约车平台要规避刷单行为，应该通过大数据和征信体系的提升来实现。此外，网约车平台对司机身份的审核，应该从形式审查转向实质审查，中国公安部门应该给网约车平台开辟专门通道，以便网约车平台进行一对一的司机个人身份对比。”朱巍向记者表示。
朱巍建议，网约车平台应将“幽灵车主”等不诚信司机列入“黑名单”。同时，网约车平台的征信体系还应接入相关部门的更高级别信用体系，让司机在线上的不诚信行为在线下的贷款、出行中受到限制。
