　　9月18日，军方公布了新的2017年军队院校和科研单位研究生招生政策的一系列变化。因为调整内容颇多，引发人们关注。其中主要包括压缩招生规模，向新型作战力量倾斜，下放报考审批权限。

　　招生也是风向标，看得懂招生的变化，才能了解军队的未来发展方向。

新机构

　　记者先说此次招生的背景。军队领导指挥体制改革后，招生工作职能由原总政干部部和原总参军务部调整到中央军委训练管理部。负责管理军校的军委训练管理部军改后为招生工作的确没少忙活。

　　据了解，按照培养目标，军队院校招生主要分为生长干部招生（小编注：简单说，就是这种途径招生进来的毕业后就是干部）和士官招生。过去这两项业务分别由原总政干部部和原总参军务部具体负责，在此次国防和军队改革中，明确今后的招生工作，由军委训练管理部负责政策制定、计划拟制、组织实施、在校培养、淘汰分流和管理教育等职责，由军委政治工作部负责调控规模结构、测算补充需求、指导毕业分配和管理士官学员在校选取晋升等业务。

　　新部门组建没多久，4月，2016年全军和武警部队院校招生工作就开始了。当时，军委训练管理部有关负责人在全军院校招生工作会议后就接受了媒体采访并透露，2016年全军和武警部队院校计划招生数量较2015年有所压减，但在指标分配上，给予新型作战力量和急需紧缺专业更多倾斜。

　　今年是职能调整交接后首次组织招生。随着军队院校本科生今年招生工作的结束，军委训练部又为2017年的研究生工作开始立新规。

新规矩

　　4月下旬，军报报道称，招生工作管理关系正在调整中逐步理顺，各战区、各军兵种、军委机关各部门和各军委直属单位、武警部队基本已经完成业务牵头部门的归口转隶。

　　在军委训练管理部公布的内容中可以发现，步兵、炮兵等陆军传统作战力量专业，招生数量分别压减24%；财会审计、基建营房、医疗卫生、军械技术、汽车指挥等后勤保障类专业，招生数量分别压减45%，近一半。

　　与此对应，舰艇、航空、导弹等新质作战力量专业，空天情报处理、雷达、无人机等急需紧缺学科专业，招生数量分别增加14%、16%。

　　在记者看来，这么做用意已经非常明显，指挥军官主要立足军队院校培养，尤其是主战兵种。保障类专业则削减了专门由军队培养的人数。

　　在之后的几个月里，军委训练管理部经历了搭建军队招生工作信息平台，部署加紧培养联合作战指挥人才等步骤。

　　8月，2016年全军和武警部队招生工作结束，35所军队和武警院校、65所签约普通高校招收青年学生1.43万名、生长干部士兵学员0.59万名、国防生0.46万名，52所军队和武警院校招收士官学员1.96万名。

　　新变化

　　记者注意到，这次研究生招生首先是整体招生规模的缩减。军委训练管理部职业教育局负责人介绍，适应军队规模结构调整改革要求，2017年军队研究生招生总量压缩，其中硕士研究生6000人、博士研究生1475人，与上年相比减幅分别为16.7%、19.2%。

　　招生计划主要精简理工医类学科专业，适当向军事类学科专业倾斜，重点向战略预警、军事航天、防空反导、信息作战、战略投送等与新型作战力量建设密切相关的学科专业倾斜。

　　其次，大幅压减学术学位研究生招生数量，提高专业学位研究生招生数量；较大幅度压减招收应届本科毕业生比例，提高在职干部招生比例。

　　此外，下放报考审批权限也是此次研究生招生政策调整的一大亮点。按照新规定，军队院校应届本科毕业生报考研究生，由所在院校训练部门审批即可；应届本科毕业国防生报考由驻校选培办审查，大单位训练部门审批；军队在职干部报考由所在师（旅）级单位政治机关审批，军级单位政治机关核准。

　　到底什么人才能考军队的研究生？

　　报考军队研究生涉及哪些人？可能有人跟记者一样好奇，自己有没有一些可能？

　　军队研究生的招生对象粗略来说包括：军队院校的应届本科毕业生、国防生以及军队在职干部。

　　报考政策中明确规定，国防和军队调整改革期间，暂停从地方应届本科毕业生中招收入伍硕士研究生，并且，军队不从地方硕士毕业生中招收入伍博士研究生。

　　早就告别校园的记者看来是彻底没戏了。

　　对于军队院校的应届生也不是人人都有资格报考。首先，指挥类应届本科毕业生不得报考研究生。所谓指挥类，主要是为各军兵种培养军事指挥管理人才，毕业生将在军队基层军事、政治指挥军官以及机关工作的岗位上任职，就是那些连长、团长、舰长以及政委们。对于指挥类的毕业生，军队一直有这一要求，学生们需要先行服役一定年数，有了一定“战斗经验”后才可以报考。

　　非指挥类毕业生则在报考研究生问题上相对自由，可以报考本校硕士研究生，还可报考军队其他可以招收应届本科毕业生的培养单位的研究生，但学业成绩排名必须在本专业前20%，且报考数量不得超过本校相应专业非指挥类应届本科毕业生的10%。

　　不过，非指挥类应届本科毕业生不得报考军事学（不含军队指挥学一级学科下的军事密码学、军事信息学、军事情报学，军事后勤学一级学科下的后方专业勤务）

和军事硕士专业学位研究生。

　　对于应届本科毕业的国防生也基本按照指挥类和非指挥类如上规定。

　　此外，军队研究生更多向在职干部倾斜。不过，对于在职干部的服役年限或军衔有一定要求。在职干部报考研究生须具有3年以上军队工作经历。

　　报考国防大学、军事科学院军事类研究生（不含军事思想及军事历史一级学科）须具有少校以上军衔。

　　报考军种指挥院校军事类研究生（不含军事思想及军事历史一级学科）须具有上尉以上军衔。

　　国防大学、军种指挥院校军事硕士专业学位研究生仅限招收相应军衔的指挥参谋军官。

　　总而言之，想读军校的研究生绝不是一件容易事。
