事业单位要租房办公20年

　　公开资料显示，昆明市房屋交易产权管理处是昆明市住房和城乡建设局下属的二级事业单位；昆明市公共租赁住房开发建设管理有限公司为国有企业，股东分别是昆明市国资委和昆明市土地开发投资经营有限责任公司。

　　陈志提供的一份合同显示，2016年3月7日，昆明市房屋交易产权管理处与昆明市公租房管理公司（出租方）签署了一份租赁协议。协议规定，昆明市房屋交易产权管理处租赁泽惠园小区11、12幢的一、二、三层裙楼及13幢一、二层裙楼，用于办公。总面积11598.55平方米，租赁期限为20年。

　　云南华恒律师事务所主任曾维昶律师认为，自收自支的事业单位，不等于不会使用财政性资金，昆明市房屋交易产权管理处所说的“合规性资金”，如果属于财政性资金，显然违反了《政府采购法》的规定，没有经过政府采购的程序是违法的。
