郑永年:我们这几年一直鼓励企业走出去,参与经济全球化,但是为什么感觉动力不足呢?我最近去了很多省份看,中国自己本身开放程度不够。要鼓励中国企业走出去,很多人理解“一带一路”就是我们走出去,但是这是不科学的。“一带一路”不是单向道,是个双车道,走出去的同时还要引进来,如果光是出去,那中国就空了。首先,必须把企业请进来,打开自己的国门,让世界各国的资金到中国来。如果不请进来,走出去是不可持续的。

中国应该抓住机遇进行新一轮全球化

现在正是全球化对中国最重要的时候。加入WTO之后,中国经济总量从5万亿美元增加到10万亿美元,翻了一番。尽管其中有着复杂的原因,但加入WTO是一个重要因素。郑永年说,全球化是一次非常好的机遇,在西方遇到困难的时候,中国应该抓住机遇,进行新一轮全球化。

郑永年:中国现在是第二大经济体,如果今后中国15年有6%、7%的增长的话,中国将成为世界最大规模的经济体。我们要想一想,怎么样承担一个大国的责任。中国作为一个贸易的大国,是国际组织里一个重要的成员,可以参与制订新的规则,也可以制订一些自己的规则来推进全球化,但是这些规则,应该使世界更自由。
