但是电话的那一头，却在毫不气馁地寻找那可能听下去的百分之几，以及有可能最终落到“卖药”圈套里的千分之几，乃至万分之几。
别小看这小概率，就在9月23日浙江金华浦江警方刚刚破获的这个特大推销药品电信诈骗案件中，涉案金额已达2亿元以上。
诈骗团伙抓了近200人
三分之二的人每天拼命打电话
牵涉进这个案件中的，目前抓了192个人。其中三分之二就是专门打电话的。每个人每天都会打出上百个乃至几百个电话，如此海量，即便“广种薄收”也依然能有所斩获。
浦江的黄先生，就是掉进这个电信诈骗圈套中的一位。
2016年3月，他接到了一个陌生电话。电话那头的人自称姓刘，是杭州前列腺康复中心员工，对方能准确说出黄先生的姓名，而且还知道，他正被前列腺问题所困扰，“黄先生，我们这里的专家都很好，特别是宋医生……”
黄先生被说动了，联系了刘某口中的“宋医生”。
很快，电话接通。“宋医生”一开口就说自己是在北京中南海专门给领导看病的专家。这么大的来头，黄先生将信将疑中把自己的病情告诉了对方。
了解到黄先生的身体情况后，“宋医生”嘴里各种学术名词乱蹦，说的和大医院医生还真有几分类似，到了最后，自然是推荐了一款名为“帝皇某某汤”的药品，称该听上去就贵气的药可以根治黄先生的病，半年一疗程12盒，每盒售价600元。
已经被侃晕了的黄先生，最终拿出7230元订购了12盒该药。
“宋医生”很豪气地表示可以货到付款，其后又几次打来电话细心叮嘱其服药时间、饮食起居等注意事项。
诊疗服务这么细心到位，黄先生也渐渐地放松了警惕，无意间说自己还有个亲戚也有这问题，于是乎，“宋医生”顺手又推销出了12盒药。
不过，黄先生的病并没有如预想中好转。“宋医生”忽悠：“药肯定是好的，可能不太适合你，换一种就行。”于是，黄先生出钱换药。
等到最终感觉不对报警之时，“药费”已经好几万了。
团伙公司化运作、分工精细
有人骗你上钩，有人“回访”再杀几刀
黄先生的报警，让这个团伙进入浦江公安的视线。警方立即开展侦查，并于7月30日抓获了3名嫌疑人。
这3个人，又牵出了一个更大的团伙，杭州、济南、常州、上海、南京、南昌……内部分工明确，有人管打电话骗，有人管物流快递药，还有人管培训新人电话该怎么打，忽悠该怎么弄。
正如前文所说，打电话的人最多，125个人分了10个大组，每个组下面还细分外呼组和回访组。
外呼组是大海捞针般打电话，看能不能先钓到鱼，而回访组还会根据前面的进程反复联系受害人，希望能多宰几刀。
那这些电话号码是哪里来的呢？要么就是随机乱打，要么就是精确轰炸。
精确轰炸的号码来源有两个，一是通过一些渠道获得患者信息，另一个渠道是“钓”——诈骗团伙会在各地的小报小刊上刊登各种眼花缭乱的医疗广告（主要是两类，心血管疾病和前列腺疾病），说能提供医疗资料和信息，骗一些患者来电来信去索取，然后号码就会被记录下来，隔一段时间之后，就开始“精确”下套了。
对于拿到号码的“话务员”来说，一天要打几百个电话，早上8点半开始，甚至会连续打到晚上9点多。
上钩的人越多，他们的“提成”也越高，一个月到手四五万元并不鲜见。
卖的药基本没批号正规市场禁售
“成本”十来块，敢卖五六百
虽然“话务员”月收入能到好几万，但赚得多的，还是幕后老板。现在的初步调查显示，有一个月，在杭州的一个点就卖出了1650万元的货。
案件中涉及的大量药品，也已经被确认没有正规药品编号，粗制滥造，成本一二十块甚至更低，但开价五六百卖给受害者，眼都不眨。
浦江警方告诉记者，这个案件，目前的定性，是以冒充康复中心医疗专家的名义，向受害人拨打推销药品的诈骗电话，用虚构身份、虚构疗效、恐吓等手法实施诈骗，受害人达到一万多人，涉案金额在2亿元以上。
而在9月23日的统一行动中，一共出动了400余名警察，分赴杭州、济南、常州、南京、上海、南昌等地统一收网，抓获嫌疑人192名。
初步审问之后，警方发现，这个团伙，基本也是老乡带老乡，亲戚朋友相互带为主，其中尤以安徽、河南两地的成员居多。对所从事的事情的违法性，他们一直心知肚明。
