中国工信部锂离子电池安全标准特别工作组组长何鹏林接受《法制晚报》记者采访时表示,电池内部短路、过充电、高温使用等是引发手机自燃或爆炸的主要原因。
“厂商为了生产出更轻、更薄、电池续航能力更强的电池,会提高电池容量和能量密度,如此一来可能会降低安全性能”,何鹏林表示,“因此需要在电池性能和安全之间找到一个平衡点。”

法制晚报:手机什么情况下可能自燃或爆炸?
何鹏林:大多数情况下手机爆炸一般就是电池爆炸。现在的智能手机电池多为锂离子电池,引起锂电池爆炸的原因一是内部短路因素,二是外界因素导致。内部因素多是指内部短路。
从此前的一些手机爆炸事件来看,手机自燃或爆炸,由内部短路引发的情况较多。这类电池主要是由于电池内部在设计或者生产过程中存在瑕疵缺陷,导致电池在不充电、不放电的情况下发生自燃或者爆炸。这类风险,消费者难以识别和避免。
手机电池自燃、爆炸的外因主要是手机指电池受外界环境的影响产生的安全隐患,比如手机电池处于在较高温度高温、湿度下使用、遭受过充电,再比如遇到特殊情况如针刺受到挤压和撞击等,都可能导致电池瞬间放电引发自燃或爆炸。
但总的来说,内因、外因都可能会引发电池是引发手机电池自燃或爆炸的主要原因,有时候甚至是内因外因综合作用的结果。
一味提升续航能力可能会影响安全性能

何鹏林:手机厂商为了满足消费者的需要,就不断生产更轻、更薄、电池续航能力更强的产品,可能会盲目追求超大容量、超高能量密度的电池,这样就会加大电池的潜在风险,更易引发安全问题隐患。
锂离子电池主要是由正负极和电解液组成,正负极之间使用隔膜进行隔离,手机电池充放电的过程,就是锂离子从正极到负极穿过隔膜来回移动的过程。要满足以上需求,就需要在单位有限空间里塞进更大容量的电池。
如果将隔离膜变薄,减少的这部分体积就能多装一些正负极材料,也就提升了电池能量密度和从而延长手机的续航时间。但是,隔膜越薄的隔膜对工艺水平要求越高,更容易造成隔膜缺陷,从而导致电池内部短路。
手机的电池续航性能提升和安全性之间存在矛盾,需要在两点之间找到一个平衡点。所以,我们希望厂家在满足提升手机待机时间的消费者需要的同时,不要以牺牲产品的安全性为代价,平衡好其中的关系。
专家释疑 手机长时间充电是否会自燃或爆炸?
何鹏林:一般不会,使用合格的手机和电池,它的内部都会设计有保护电路,防止出现过电压、过电流等故障条件对电池造成损伤。电池充满时,保护系统会自动断电保护,因此长时间充电不会提高自燃或者爆炸的概率。
但如果没有手机电池保护电路或设计本身有缺陷,或者保护电路失效没有很好的保护电路,或者手机因为外力冲击受损,那就有可能发生自燃或爆炸的风险。
我建议消费者条件允许时充满电后尽快拔下插头,因为不管设计多完善的保护电路都存在失效的可能性。
边充电边长时间打电话玩游戏安全吗?
何鹏林:使用合格的产品,一般在长期在充电状态下不会影响正常使用。目前大部分使用不可拆卸电池的智能手机,原厂正规电池都有保护电路,保证在过度充放电和短路时自动切断电池的电路。
使用其他兼容充电器充电是否安全?
何鹏林:安全。当然一定要用合格的、有3C认证标志的充电器,而且最好选择电流匹配的充电器。
手机充电器插头输出电压目前基本都是5V,属于稳压电源。不建议使用过大电流的充电器为手机充电。手机一般带有保护电路,接入过高大电流时,会自动保护限流。但如果出现意外保护电路失效,就有可能会让电池过流充电、过热等导致自燃或者爆炸。为了保证电池的寿命和安全,不建议用超过2A原装充电器标称电流的充电器对手机进行充电。此外,山寨劣质充电器保护性装置较差,如果发生电流击穿,手机充电器会将输出220V电源危险电压输出到手机上,可能导致手机用户触电。
消费者如何选择安全的充电宝?
何鹏林:目前针对移动电源的强制性国标还没有出台,也没有3C认证。消费者选择充电宝时,应尽量选择知名品牌的产品,也可以参考一些产品上的标志。比如CE,是产品出口到欧盟地区的强制性认证标志;FCKC,是产品要出口到美国韩国需要进行的强制认证,必须通过政府授权的实验室根据FCC技术标准来进行的检测和批准。
虽然中国还没有将充电宝纳入强制的3C认证目录,但是已经对其开展自愿性的标志认证。如2016年9月6日,中国质量认证中心开始开展移动电源安全认证(CQC标志认证)。有些在通过相关安全认证的充电宝上,一般还会有相应的“CEFSI”标志或“CQC”标志。“FSI”是赛西作出的“便携式移动电源安全认证”;“CQC”是中国质量认证中心作出的“便携式移动电源安全认证”。有这样认证标志的产品 ,质量安全保证会更多一些。
记者实验 利器轻戳几下 手机电池就发热
三星note7爆炸新闻发生后,公众再次对手机锂电池的安全产生了关注。网上用刀捅手机电池引发爆炸的视频也借此又火了一把,部分网友效仿并拍摄类似视频。
网传的视频显示,用利器猛戳锂电池数下之后,电池表面上的破洞开始往外冒出浓烟,随后这个破洞的地方开始膨胀,最后起火爆炸。
《法制晚报》记者走访了多家手机配件商店,一位店主表示,现在的手机基本都是内置电池,很少有消费者更换电池,只有一些使用三星note2的消费者会更换。
记者随机购买了两块锂电池,一块为2014年生产的三星note3原装电池,另一块是国内厂家按照电池的形状的型号生产的匹配电池。
在保证安全的前提下,记者先用利器对三星原装电池的外表进行戳击,电池的表面很轻易就被击穿,但是并没有出现视频中爆炸的情况。但记者感觉这块原装电池的表面已经发热,而且可以闻到一股异味。中国国产的电池也是如此。
继续破坏下去,电池可能出现爆炸的危险,为安全起见,记者中止了实验。
专家解析 电池内的锂与氧气发生了反应
中国通信工业协会移动电话售后服务委员会秘书长胡继民分析认为,手机锂电池是密封真空的,在高温、撞击、刺破、过充时都有可能破坏隔膜,甚至让锂直接接触空气中的氧气起火爆炸。
专家提醒手机用户,发现手机有问题时,应及时与厂家联系维修或更换,千万不要自己拆机。更不要因为好奇刻意破坏手机电池,以免发生危险。
安全使用手机提醒
一、手机尽量使用原厂电池,尽量使用原厂充电器。如果使用兼容充电器,尽量选择大厂产品,要有3C安全认证。
二、减少手机磕碰、摔伤。因为目前大屏手机电池多使用铝塑膜软包,为软膜电池,磕碰后容易变形,如果手机内的电子元件零部件刺破电池软膜,可能击穿防护导致安全事故,引发电池自燃或爆炸。
三、尽量不要把手机放在汽车前风挡、窗台等高温环境下或阳光直射的地方,高温会增加电池热量提升,极易导致电池爆炸。
