提供BT种子引流量广告变现非法牟利
据警方调查，自2015年6月以来，“BT天堂”网站负责人袁某飞在未经授权的情况下，将从互联网上采集的一万余部涉及国内外影视作品的BT种子和磁力链接，存储放置在自己负责经营和维护的“BT天堂”、“迅雷家”、“迅雷港”3个影视下载网站上，供网民免费下载播放，以此提高网站流量和人气。高峰时期，该网站日均IP访问量达到60万，日均PV浏览量达到300万。“BT天堂”已成为名副其实的国内“BT”第一站。
据犯罪嫌疑人袁某飞交待，在网站流量和人气大幅度提升后，其通过相关广告联盟注册账号并绑定网站域名和银行卡，以投放广告的方式，在短短一年时间内牟利达九十余万元。
侵权盗版“零容忍”版权保护任重道远
打着“免费下载电影”的旗号，表面看起来似乎是“好人好事”，但这些“免费”网站的背后，其实存在着网页挂马、篡改浏览器、诱骗式广告和传播色情、暴力、赌博信息等网络黑产行为，严重影响网络社会正常秩序和公民个人信息安全。而“BT天堂”提供的P2P下载模式，使众多网民在获取非法侵权他人作品的同时，又充当着传播扩散的“帮凶”角色。该站侵权链接数量巨大，侵权作品种类繁多，被侵权的主体涵盖了美国的环球影业、华纳兄弟等公司以及国内众多影片权利方，影响恶劣，危害甚大。根据中国法律规定，袁某飞以营利为目的，未经著作权人许可通过信息网络向公众传播他人电影、电视作品，涉嫌侵犯著作权罪。
2016年下半年，国家版权局、国家互联网信息办公室、工信部、中国公安部多部门联合发起打击网络侵权盗版专项行动，突出整治未经授权非法传播网络影视作品（包括使用网络广告联盟等平台）的侵权盗版行为，保障有关权利人的合法权益，维护和规范网络版权正常秩序，营造网络版权良好生态。警方表示，对于“BT天堂”这类互联网侵权盗版案件，将持续予以打击，进一步净化国内网络空间及网络版权环境。
