　　消息（记者 何雨阳）：9月28日上午，美国驻华大使馆召开新闻发布会宣布，自2016年11月29日起，所有持中华人民共和国护照（包括因私护照和因公护照，也不论持护照者身居何地或者何国）并持10年期B1/B2、B1或B2签证的旅客必须在签证更新电子系统（EVUS）进行有效登记后才能赴美旅行。此举将对390万持有10年期美国签证的中国公民产生影响。

　　11月29日起不登记将无法入境美国

　　EVUS是一个在线系统，供持有10年期B1/B2、B1或B2签证的中国公民更新其个人基本信息，以便赴美旅行。自11月29日（包括）起，持10年期签证的中国公民如未进行有效的EVUS登记，将不能赴美旅行。在11月29日之前，旅客可以继续无需登记而前往美国。

　　康开阔还强调，EVUS登记不需要上传照片，不会采集指纹信息。提交后大概会在20分钟至72小时内得到系统回复。EVUS的更新可以由他人或者机构代劳并支付费用，但是旅客本人要对提交的全部信息的真实性和准确性负责。

　　美国海关和边境保护局还将设立一个配有中文接线员的EVUS电话服务中心，旅客登记时若遇到技术问题或者其他问题，可以通过电话或邮件进行咨询。电话服务中心在11月29日前全面投入使用，提供7天24小时全天候服务。

　　EVUS不限制游客出入美国的次数

　　美国海关和边境保护局局长克里克斯科（R.Gil Kerlikowske）此前曾表示：“EVUS的出台既是为了加强国家安全，也是为了保证与中国签署签发10年期签证的共同协议的长期性。”

　　针对有网友认为美国在10年期签证之外又多出一个EVUS政策是不是有意阻止游客出入境美国次数的问题，康开阔表示，EVUS只是更新旅客信息，并且一次更新，2年有效，并不会限制旅客出入境美国的次数。

　　据美国大使馆提供的数据，目前持有10年期签证的中国公民高达390万，每人每两年更新一次需要缴纳8美元（约合53元人民币），如果算一笔账的话，390万×53元 = 2.067亿元人民币。也就是说，推出EVUS系统后，美国每两年起码就会多出2亿多人民币的收入。于是有网友认为，EVUS的推出是为了向中国申请者多收取费用。

　　记者就这个问题专门提问了康开阔。康开阔表示，EVUS的推出并不是为了赚钱。8美元只是维护网站运营的最低费用。因为10年是很长的时间，在10年间，很多个人信息都需要变更，为了旅客更便利地出入境美国才推出EVUS系统。

　　本网记者还提问了哪些情况会导致旅客的EVUS更新不合格的问题，康开阔只是表示，信息提交后，系统会给出清晰的下一步如何做的提示，按照要求做即可。

　　暂无旅美计划可先不登记

　　据介绍，EVUS网站预计将于10月中旬就开始接受公众注册，届时美国海关和边境保护局将发布公告。美国海关和边境保护局建议旅客至少在出发赴美前72小时进行登记。因为 EVUS信息登记将发给航空公司等第三方相关机构，实现联网，没有成功进行EVUS信息登记的旅客将无法获得登机牌。

　　同时，持有10年期签证的旅客如果暂时没有旅美计划，可以不进行登记。入境美国时有一个有效的EVUS登记即可。而对于持有美国签证后对中国旅客免签的国家，暂不清楚是否将允许没有进行EVUS登记的中国旅客进入。另外，持有非10年期的B1/B2、B1或B2签证或者其他签证的旅客也无需进行EVUS登记。

　　据悉，2014年11月12日，奥巴马在亚太经济合作组织（APEC）峰会上发表讲话时宣布了新签证政策：中国人赴美，以旅游和商务出行为目的的人，可以获得10年期签证。自美国10年期签证政策推出以来，申请美国非移民签证的中国公民数量已增长50%。据美国国家旅游局给出的数据，2015年中国赴美游客总数达300万人次，同比增长16%，中国目前是美国第六大客源国。在消费方面，中国游客的人均消费远超其他国家，人均消费金额在6000至7000美元左右。
