是暴力执法还是暴力抗法？涉事的中国渔船是否“非法捕捞”？这是一直困扰中国和韩国渔业的问题。
记者今年4月底曾参访韩国仁川海警基地，了解到韩国海警执法方面的一些细节。比如，韩国海警舰船一般每艘都会配备两名会说中文的执法人员，因此不存在沟通障碍的问题。

有专家认为，中国和韩国渔业纠纷渐渐演变成肢体冲突与韩方的执法方式有很大关系。韩国动辄对中国渔船进行罚款、没收渔船、抓人，有甚至动用军舰和直升机发射催泪弹、橡皮子弹，这都会引起中国渔民的反抗。韩国执法越粗暴，中国渔民就越反抗，形成恶性循环。
中国和韩国两国海域归属问题是否也是造成冲突频频的一个重要原因？
