近日，上海警方破获一起走私香烟案件，令人震惊的是，涉案人员中竟有超过一半的人是供职于机场、航空公司的“内鬼”，或是曾经有过机场工作经验的“水客”。
“水客”勾结“内鬼” 走私只需15分钟
警方在上海浦东国际机场调查发现，曾经在机场工作过的人员充当“水客”带货进机场，通过微信或短信，把行李照片及托运行李的标签号发送给现任机场工作人员，机场工作人员利用职务之便，在行李分检区将装有香烟的行李从“国际通道”转到“国内到达”，躲过国际安检。
然后该机场工作人员返回到候机大厅，从旅客行李中提取出装有香烟的行李，将其交给另一名机场工作人员带出机场。在短短的15分钟内，该团伙就完成了一次“精心策划”的行动。
偷逃税款180万元 “水客”大多为“90后”

调查发现，这些“水客”大多为“90后”，甚至“95后”，有的曾经在浦东机场工作过，对机场环境很了解。除了“水客”，正在航空公司工作的地服人员，其余人员为司机、收货人、快递员等物流人员，负责接收运输涉案香烟并发往辽宁等地。
“因为这些地服人员对机场的地形路线、工作时间等规律都十分熟悉，且有出入工作通道的便利，在‘水客’到达机场后，他们就根据现场情况相应采取不同方式进行走私，非常警觉，具有很强的遮蔽性。”警方介绍，目前16名犯罪嫌疑人因涉嫌走私普通货物物品罪，被警方刑事拘留。
走私烟去哪了？小心你的朋友圈里正在销赃
那么，这些走私烟是怎样销售出去的？除了“水客”和机场工作人员勾结，一些旅行团的导游也成为走私烟利益链条上的一环。
据重庆警方早前破获的案件，重庆市涪陵区烟草专卖局执法人员在一次例行的市场检查中，发现所在辖区的一个小烟草店出售来历不明的走私烟。经调查，执法人员逐步摸清，这是一个以上海市李某为源头，重庆市穆某为中端，同时涉及多个省份的犯罪团伙。他们长期利用赴外旅游团队携带国外卷烟进行走私，逃脱关税，再把走私烟的图片发布在自己的朋友圈、主页、博客、网店进行销售，并发展下级代理。
通过几个月的艰难取证以及重要团伙成员的相继到案，专案组分别在上海的浦东机场、吴淞口码头等地，对李某为头目的上海走私团伙进行抓捕，团伙成员无一漏网。查获中华、熊猫礼盒、万宝路、黑冰等各种假烟、走私烟500多条。
至此，这一以自媒体方式售假贩私的特大案件成功告破，警方共打掉涉案同伙5个，刑拘33人，查获网上销售各种假烟、走私烟22700余条，涉案金额近两亿元。
