　　新京报记者今年4月底曾参访韩国仁川海警基地，得知韩国海警船一般都会配备两名会说中文的执法人员，因此不存在沟通的问题。对于涉嫌越界捕捞的中国渔船，韩国海警安全总部金锡均警监表示，“我们会对不同‘违法’行为采取不同的担保金制度，如果交了担保金可以当场释放，严重的情况可以押扣到港口。”

　　2010年12月，韩国将无证捕捞或违反规定捕捞被扣押的外国渔船保释金上调至最高1亿韩元（约合人民币56万元）。这对于不少中国渔民来说无疑是个天文数字。据韩国媒体2013年10月统计，仅木浦海警就拦截过77艘“非法作业”中国渔船，罚金总额高达41亿多韩元（约合人民币2352万元）。

　　在高额罚金的压力下，中国渔船往往会想尽办法逃避。

　　此外，韩国海警的执法方式也被诟病。他们动辄没收渔船、抓人，有的甚至动用军舰和直升机发射催泪弹、橡皮子弹，这都会引起中国渔民的反抗。有专家认为，韩国执法越粗暴，中国渔民就越反抗，从而形成恶性循环。
