浙江丽水苏村山体滑坡：揭开背后的隐伤

　　中新网杭州10月1日电  (施佳秀 奚金燕 钟新)“没想到，真的没想到……”这是在浙江温州打工匆忙赶来的周亚红几天来嘴里一直念叨的一句话。

　　受台风“鲇鱼”影响，28日傍晚，一分钟的山崩地裂，浙江省遂昌县北界镇苏村村被40余万立方米量滑坡的山体所淹没。

　　断壁残垣、满目疮痍。滑坡所裸露出的山体如一道巨大的伤疤，格外刺目。

　　20户房屋被埋、7人遇难、仍有20人失联……刺目之下，带来的是一串令人沉重的数字。

　　灾害来临前的苏村，坐落在群山怀抱中，大片的竹海随风演奏出沙沙声，桃园溪从村落门口汩汩而过，这里有着一片世外桃源的恬静。

　　难以想象，这样如画的小山村多年来时刻伴随着山崩地裂的隐患。

　　当地民众回忆，以往下雨说，也曾发生过数次石头滚落的现象，但大家并没特别在意。

　　据官方披露，苏村村所在的山体滑坡处为地质灾害隐患点。

　　在自然灾害面前，除了对天灾的无奈，对逝者的哀悼，很多民众都在懊悔：“如果早知今日，肯定会早点搬离出来。”

　　在这次事故中，如果真有“后悔药”，民众能早点听劝，灾害虽无法避免，但伤亡人数会降到最低，甚至零伤亡。

　　裸露的“山疤”背后，则隐藏着当地民众防灾意识淡漠的“隐伤”。而这种隐藏着八九年对滚石的无视，恰恰是可以主动规避的。

　　近年来，遂昌从县到镇村，都十分非常关注苏村，时常巡查，严防灾害发生。9月27日，也就是灾害发生前一天，当地镇政府就开始进村劝说村民撤离，当天组织转移15人，但更多人依旧选择留在自己的家里。

　　72岁的苏村村民林菊香在这次事故中死里逃生，躺在病床上，这位老人有些后悔，“(镇干部当天)下午来了两三趟叫我们(撤离)，我们说好的好的，我也不知道这么快的。”

　　因为觉得灾害不会来的这么快，林菊香决定在家吃顿饭再离开。吃好后刚出门，身后便传来轰隆隆巨响。

　　劫后余生，林菊香不敢去想，如果自己再停留几分钟的后果。

　　在目前失联的20个人中，有一位是北界镇前来劝说民众撤离的干部。

　　据58岁的村民苏国洪回忆，在山体滑坡发生的半小时前，镇干部到他家劝说转移。之后，他又跑去其他人家动员。

　　被劝离的苏国洪也没马上离开，而是坐在家门口等待。就在等待的时间里，山上的大块石头如洪水般的泄了下来。

　　因为镇干部的劝离，为苏国洪赢得了逃跑的时间，万幸拣回了一条命，而劝他撤离的镇干部却因此失联。

　　当天前往苏村村劝说村民撤离的还有北界镇干部周瑞禄。他回忆道，失联的镇干部是位即将退休的老干部，与村民的关系很好。事发前，大家劝说他这次不要去苏村村。但是，他沟通经验比较丰富，主动要求前来参与劝说。没想到，劝说的过程中，发生了山体滑坡……

　　苏村村支书华素萍告诉记者，以前那座山存在隐患，不安全，所以一到下雨天镇里就会要求村民撤离。

　　此次山体滑坡前，北界镇的干部就多次前往苏村劝说。

　　“我们(当时)把他们拉下来，他们一下子就又回去了。他们觉得没事，山不会这么快塌下来，有的出来后到了饭点还会回家吃个饭。”对此，华素萍有些无奈。

　　浙江省防指办值班主任胡尧文告诉记者，地质灾害有缓变过程，一天一个月甚至几年都感觉不出来，但是缓变累积到一定程度，一旦强降雨很容易突发山体滑坡。

　　“很多年前(政府)就提醒过，说这里是危房，(要我们)搬离。”周亚红因为在外务工逃过了一劫，但是留在家中的公公婆婆至今生死未卜。“那个山偶尔下雨会塌下来一点，但八九年来，也没发生什么大事。”

　　正因为大家的不在意，一分钟的劫难毁掉了很多人的家庭。

　　“事情没(发展)到这一步，没那么用心去做(搬迁)的。”说起这些时，周亚红双眼发红，懊悔不已。

　　对于民众的大意和侥幸心理，胡尧文从情感上可以理解，毕竟老百姓几十年几代人都居住在那里，对于撤离，心里难免有些不舍。

　　浙江地处海陆相接地带，七山一水两分田。以遂昌为例，当地九山半水半分田。浙江多地许多农村依山而建，台风、洪涝、山体滑坡等自然灾害频发，而在自然灾害发生时，因为灾害意识单薄导致悲剧的，苏村不是首例。

　　据胡尧文介绍，2009年开始，浙江省防指就建立了基层防汛防台体系，一般情况下，降雨量测站超过30毫米，都会通过发布短消息、电话、传真给有关责任人，要求进行转移，包括乡镇、村、社区，一直到村民小组，每家每户，只要在危险区的人员都会通知到位。

　　在台风等灾害来临时，不愿撤离危险区域，“坚守”财产而丧失生命等新闻仍时现报端。

　　一次又一次血的教训都在告诉民众，在自然灾害面前，防灾避灾的重要性。

　　胡尧文认为，自然灾害面前，政府有必要采取强制措施让民众撤离，从而确保生命安全，“但是最重要的还是老百姓自身意识的提高。”

　　浙江省防指一直强调，自然灾害面前，“乡自为战、村自为战、户自为战”，“当地老百姓要自觉参与到防御自然灾害的过程当中，主动提高他们的能力和意识，那么我们组织人员转移的速度就快了。”

　　苏村山体滑坡已过去三天，滂沱的大雨停了下来，救援人员没有停止过搜救，受伤的民众也逐渐恢复健康中。

　　山体滑坡所裸露出来的褐黄色“山疤”虽然刺目，但放眼望过去，群山满眼的翠色更迷人。这仍旧是一方让当地民众未来过上更好生活的乐土。
