　　国庆期间，在北戴河景区存在非法运营船只载客出海的情况。记者实地调查发现，借“渔鱼”名义出海的非法运营船只在标志性景点附近揽客，船上无安全防护措施、环境恶劣。

　　当地相关部门回应，这些船只已遭取缔，停发签证、停做安检、下发停航通知书。

　　登船

　　100元一人 上船无票据

　　“现在天气转凉不适合游泳，但可以坐船出海打渔”，10月2日下午4时许，秦皇岛市北戴河区老虎石公园对面，一家名为北戴河超隆购物商场的老板，向前来这里的游客推荐。

　　该老板介绍，几个人五六百元就可以包一条船出海。当记者表示只有自己一个人时，老板表示散客可以“拼船”，每人只需100元。不过要等到“拼船”的游客凑齐后才可以上船。

　　记者答应，很快一位中年女子赶来，解释称现在上船人数还不够，需要再去揽客，等揽齐后就可以上船。

　　约15分钟后，又有一名中年男子出现，招呼游客跟他一起到码头。随后，被带到一辆私家车上。并在上车前向中年女子交纳了100元现金。车上同行的还有一对情侣模样的男女。

　　脏乱环境下 安全隐患多

　　记者上船后发现，载客船只的船舱设置了座位，船只两边也设置了安全护栏，但船舱环境普遍脏乱，垃圾遍布，安全护栏普遍偏矮，船舱在航行过程中也存在诸多安全隐患。

　　隐患一：船上不发救生衣

　　在10月2日的探访中，船上有10名成人，两名儿童。与老虎石公园中的橡皮艇以及脚踏船不同，上船之前，码头工作人员并未向游客分发救生衣，也未说明任何注意事项。记者也未在船舱内部及外部发现救生圈、救生衣等救生设备。

　　10月3日再次探访，船上12名成人，3名儿童，其中两名儿童是年仅三四岁的幼童。虽然所在船仓内挂有一个救生圈，船舱门口的储藏空间内存有救生衣，但大多都发黑、发霉，还有两三件救生衣散布在船舱角落的垃圾堆中。

　　两次航行中，往来船只上的游客绝大部分站在船舷边上，并没有穿着救生衣，只有少数船只上零星的游客穿着救生衣。

　　隐患二：甲板狭小护栏矮

　　船只开动后，随着离岸越远，海上风景吸引游客纷纷走出船舱。不过，狭窄的甲板面积再配上高度不足的护栏，让颠簸中的游客只能在船只上蹒跚前进。

　　由于船舱占据了船只的大部分面积，船舱两侧过道只有半米宽，仅能容1人通过。船只两侧均设有安全护栏，但以普通成年人的身高，护栏高度只能达到膝盖。护栏仅在船只两侧存在，船头与船尾都没有护栏保护。

　　整条船的甲板，只有船头位置空间较大，航行中大部分游客都集中在这一位置。开船后，多数游客都积聚在船头甲板上，空间顿显局促，有的乘客站在人群里，由于没有扶手，一阵踉跄后只好靠边返回船舱。

　　隐患三：乘客行为无约束

　　“渔船”离岸不久，不少游客从船舱中出来手拿手机拍照，船只航行中颠簸，游客拍照只敢单手拿手机，另一只手需紧紧抓住船舱边缘与护栏。不过，还是有游客为了拍到美景双手“撒把”，靠在低矮的栏杆上或船舱边双手拍照。

　　两次探访中，都有成人游客带着孩子上船。虽然部分家长对年龄三四岁的幼童看护很紧，几乎寸步不离，但是年纪半大的孩子却几乎不受约束，在船上来回移动、嬉闹。

　　航行到一半，随着船工一声“收网啦！”，乘客都向船尾聚集。两名成年男性游客自告奋勇上前拉网，但渔网上绑着两块厚厚的木板，一名男性乘客事先并不知晓网上有此重物，拉拽过程中险些脱手。

　　两次探访中，记者所在的船上都只有一名开船的船工，对于游客的各种行为，船工并未做过任何提醒。在10月2日的探访中，多次问开船的船工，“如果有人掉到海里怎么办？”，船工没有回应。

　　载客“打渔船”系非法运营船舶

　　这些船只归谁管理？船主是谁？超隆购物商场的李老板告诉记者，船只并不归景区所有，而是由其妹妹所有，即上船前见到的中年女子。

　　针对船上航行中存在的安全隐患，李老板表示，这些船都是在近海航行，船速较慢，并不会出什么问题。不仅如此，这些载客船只在旅游旺季（每年6至10月）生意非常火爆，人最多时“排队两小时”才能排上。

　　李老板的妹妹则证实，船只确实归她所有，她手下共有21条船，不过实际运营的只有十几艘，“有几条手续没有办全，不敢开出来。”

　　载客船只在运营过程中存在种种安全隐患及不规范现象，管理部门为谁？这些船只是否是合法运营的船只？

　　秦皇岛市渔政监察支队一位值班工作人员表示，他们管辖的范围是渔船，要明确监管责任，必须确定这些船只的性质，只要带有渔网、渔具的，都算是渔船。对于涉及的载客船只，目前不好确定他们的性质。不过，这位工作人员表示，渔船载客的行为在北戴河几乎每年都有，一般的执法方式都是多部门联合执法，他们并不是牵头部门，只是作为相关部门会参与。工作人员表示，渔船载客一般都是非法的，但是目前政府对于渔船的政策部分有调整，比如以休闲农业的形式进行载客经营，但目前很多只是在立项，具体进度他并不清楚。

　　秦皇岛海事局回应称，记者所反映的船只属于非法运营的船只，海事部门已经对其不发签证、不做安检，并对所涉船只下发了停航通知书。另据了解，当地船检部门取消了其营运资质，当地政府正在牵头对涉事船只进行取缔。海事局提醒，当地合法运营的船只并没有载客出海捕鱼的项目，游客在选择船只出海时，要注意辨别，注意船只有船名船号，并配有完善的安全设施。
