  连接埃塞俄比亚和吉布提两国首都的亚的斯亚贝巴-吉布提铁路(简称亚吉铁路)5日在埃塞俄比亚举行通车仪式,这条“中国制造、中国运营”的铁路将让许多东非民众第一次体验坐火车旅行。“在亚吉铁路建设过程中,我们高度重视施工质量,以高标准建设这条铁路,全面展现中国质量和中国标准。”中国中铁股份公司董事长李长进在接受记者采访时说。


  亚吉铁路是非洲第一条现代电气化铁路,由中国中铁和中国铁建联合建设,全长752.7公里,全线采用中国二级电气化铁路标准施工,设计时速120公里,总投资约40亿美元。


  由于历史原因,非洲国家普遍使用原殖民地宗主国的铁路轨距标准,因此无法形成统一的铁路网。2004年1月,非洲铁路联盟提出实现非洲大陆铁路一体化倡议,非洲国家铁路建设进入快速发展阶段,也为中国铁路标准进入非洲提供了契机。


  李长进表示,亚吉铁路建设对非洲市场具有良好示范效应,能够促进中国标准在非洲乃至全世界的输出和推广,带动中国铁路“走出去”。


  他说,不少非洲国家正在学习并逐渐接纳中国铁路技术标准,中国企业参与建设的肯尼亚蒙内铁路(首都内罗毕至沿海城市蒙巴萨)、安哥拉本格拉铁路、尼日利亚沿海铁路等项目都采用中国标准,这对中国铁路标准在非洲乃至全世界的推广都具有重要意义。


  在亚吉铁路修建过程中,“中国标准”在实施过程中还结合当地实际情况,进行本土化创新。李长进说:“我们的施工人员不仅高标准建设,还从埃塞本国实际出发,对‘中国标准’进行改良,使其更符合埃塞国情。”


  例如,建设过程中铁路路基填料短缺,远距离运输不仅成本高,供应也难以保证,中国中国铁建股份有限公司设者根据当地火山渣多的特点大胆创新,利用“火山渣掺拌黏土”作为路基填料。这一方法最终被推广运用到整个埃塞铁路项目建设中,在节省建设成本的同时提高了建设效率。


  李长进表示,亚吉铁路的建成将对东非乃至非洲经济纵深发展发挥重要拉动作用。同时,来自中国等亚洲国家的货物也可通过这条铁路运输到埃塞俄比亚等非洲多国。


  事实上,亚吉铁路在正式投入运营前便已开始发挥作用。截至本月3日,中国中铁已帮助埃塞政府顺利运输救灾物资近9万吨,极大地缓解了埃塞俄比亚遭遇旱灾地区的生活物资匮乏压力,得到了埃塞政府和民众的高度赞赏。
