  国庆假期这几天,各种旅游新闻垄断了大家的眼球,而一条非洲铁路竣工的消息却悄悄刷了屏,甚至还登上了10月5日央视《新闻联播》头条。


  这条铁路有多大牌?它的竣工典礼请来了埃塞俄比亚总理和吉布提总统出席,甚至还迎来了习近平主席特使、中国国家发展改革委员会主任徐绍史,其重要性可见一斑。


  看到粉色的车票,穿着全套中式制服的埃塞乘务员和列车司机,是不是有一种无比熟悉的感觉?


  今天记者就带你一起说说这条铁路的一些事儿。


  最“中国”的铁路,新“坦赞铁路”


  亚吉铁路,全称埃塞俄比亚—吉布提铁路,连接了埃塞俄比亚首都亚的斯亚贝巴和吉布提首都吉布提市,全长752.7公里,设计时速120公里。这是继坦赞铁路之后,中国在非洲修建的又一条跨国铁路,被誉为“新时期的坦赞铁路”。


  亚吉铁路由中国中铁和中国铁建等企业联合建设,是非洲第一条全线采用中国电气化铁路标准施工的现代电气化铁路,也是中国海外首条集设计、设备采购、施工、监理和融资于一体的“中国化”铁路项目。


  在埃塞俄比亚首都亚的斯亚贝巴,一名当地人在拉布车站拍摄亚吉铁路上的火车。


  围绕亚吉铁路建设而产生的“亚吉模式”,已经成为助推中国标准走出去的重要标杆,对于“一带一路”战略深入非洲都有重大意义。因此,也就有了《新闻联播》来给这个项目在头条“打广告”。


  这条铁路为何落户埃塞?


  埃塞是非洲对华开展友好合作的典范


  那么,这条铁路为什么落户埃塞俄比亚呢?这就要从两国关系说起了。都说非洲黑人兄弟对华友好,埃塞俄比亚更是非洲对华开展友好合作的典范。


  埃塞的总统穆拉图曾在北京语言大学、北京大学就读,是少数几个会说中文的外国领导人之一。2014年,李克强总理出访非洲四国,第一站就到访埃塞。

  记者曾多次前往埃塞,作为中国人前往非洲最重要的中转站,这里有中国援建的非盟总部大楼,也有众多中国企业和数万中国人在打拼。


  以往,埃塞人见到亚裔面孔,都会认为是日本人,现在,他们都改口叫“China!China!”


  埃塞需要一条跨国铁路为本国寻找一个出海口


  埃塞俄比亚是非洲第二人口大国,人口近一亿。它位居东非高原之上,全境平均海拔三千米。这个非洲大国也曾有过辉煌历史和灿烂文明,出海口之前对它来说不是事儿。但在1993年厄立特里亚作为曾经的埃塞俄比亚一部分宣告独立,两个国家随后因为边境冲突反目成仇,埃塞俄比亚自此就没了出海口。


  庞大人口规模的现实物资需求与恶劣的物流条件成为埃塞俄比亚发展面临的一个主要矛盾,缺乏出海口导致的物流制约成为长期限制埃塞俄比亚经济发展的最重要因素。


  那么,去哪找出海口呢?周边的索马里和苏丹由于政局不稳、地理条件限制,难以成为合适的出海口选择。也只有邻国吉布提,重要的是它与埃塞俄比亚有着历史联系和良好的合作,成为埃塞走向海洋的不二之选。要知道,吉布提总统盖莱就出生在埃塞俄比亚。


  吉布提扼守亚丁湾和红海,地理位置优越、极具战略意义,吉布提是非洲少有的以港口为支柱的国家,尽管基础十分薄弱,但它的目标是借助自身优势在非洲建成又一个迪拜或者卡塔尔。吉布提为了经济安全利益都能够允许美国、法国甚至日本在该国驻军,当然也不能错过埃塞希望走向海洋带来的巨大经济利益。


  因此,亚吉铁路的建设成为中国与埃塞一拍即合、互利双赢的选择。


  亚吉铁路带来什么?两地客货运时间从7天缩短至10小时


  建成之后的亚吉铁路,会给埃塞带来什么呢?在埃塞俄比亚首都亚的斯亚贝巴,记者曾经历这座城市严重的油荒,偌大一个城市找不到一个有油的加油站。光天化日之下,加油站要么空无一人,要么有两个留守的加油工在墙角无所事事的晒太阳,而加油站外排了一堆破旧汽车。


  在吉布提港,记者亲眼看到拥挤在吉布提港的是挂着埃塞俄比亚排照的卡车或者油罐车,等待远方到港货轮的补给。一旦装载货物后,这些车辆便开始向东非腹地一路攀爬。


  吉布提与亚的斯亚贝巴距离虽然只有800公里,但海拔之差近2500米。当地一位司机告诉记者,一辆满载汽油的油罐车在抵达亚的斯亚贝巴后油罐的油价要贵了四分之一。


  此前,从吉布提港到亚的斯亚贝巴的货物运输需要至少一周时间,运费居高不下且运力严重不足。亚吉铁路建成后,客货运输时间从公路运输的7天缩短至10小时,物流成本大大降低。


  “火车一响,黄金万两”。有了这么多好处,也难怪埃塞的小伙伴们都笑逐颜开,盼着新铁路通车了。
