10月8日，深圳市检察院官方微信发布消息，经广东省人民检察院指定管辖，近日，深圳市检察院以涉嫌受贿罪，依法对广东省潮州市原市委副书记、市长卢淳杰（正厅级）立案侦查，并采取了刑事拘留的强制措施。目前，案件侦查工作正在进行中。
今年6月17日中纪委官网发布消息，广东省潮州市委副书记、市长卢淳杰涉嫌严重违纪，正在接受组织调查。
据财新网此前报道，卢淳杰的违纪主要指向其在潮州市委组织部长任上时，有买官卖官行为。
深圳市检察院以涉嫌受贿罪，依法对广东省潮州市原市委副书记、市长卢淳杰（正厅级）立案侦查。
官方简历显示，1968年2月出生的卢淳杰现年48岁，是广东普宁人，党校研究生，工商管理硕士，助教，1990年7月参加工作，1987年6月加入中国共产党。
1990年7月于华南师范大学毕业后，卢淳杰曾留校工作，其后转战仕途，先后担任汕头市教育局党委副书记、共青团汕头市委书记、汕头市委副秘书长等职。2007年2月，卢淳杰出任南澳县委书记。
2008年9月，40岁的卢淳杰赴潮州任职，担任副市长一职。此后，卢淳杰相继参加了中山大学高级管理人员工商管理硕士专业和中央党校中青班学习。2011年7月起，卢先后担任潮州市委常委、组织部部长，市委常委、常务副市长，市委副书记、代市长等职。2015年2月，卢淳杰获任潮州市委副书记、市长。

在卢淳杰之前被公示为拟任潮州市委副书记、提名为潮州市市长候选人的是原任珠江电影集团有限公司董事长、党委书记的黄晓东。
2014年年初，时任潮州市委副书记、市长李庆雄调任广东省公安厅党委副书记、常务副厅长。2014年7月11日，广东省委组织部曾发布任前公示通告，黄晓东拟任潮州市委副书记、提名为潮州市市长候选人。公示前，他的职务为珠江电影集团有限公司董事长、党委书记。
然而一个月后的8月14日晚，广东省委组织部发布省管干部任前公示通告，经省委常委会议投票表决，潮州市委常委、常务副市长卢淳杰拟任潮州市委副书记、提名为潮州市市长候选人。
广东省委组织部对此解释称，在任前公示期间，收到反映黄晓东不宜担任市长的有关情况。经研究，需按程序重新提名潮州市委副书记、市长候选人。
澎湃新闻曾获得多方信源证实，在任职公示前，黄晓东曾受广东省委原常委、广州市委原书记万庆良邀请，出入私人会所高额消费。2014年6月27日，中央纪委发布消息，时任广东省委常委、广州市委书记万庆良涉嫌严重违纪违法，正接受组织调查。
据财新网报道，参与万氏饭局，直接影响了黄晓东的仕途。在黄晓东公示期间，中纪委委托中组部通知广东省委组织部，要求暂停对黄晓东的考察。而在此之前，广东省纪委、组织部对这一细节均不知情。
之后，卢淳杰得以补缺，升任潮州市市长。财新网报道称，卢淳杰的这次升任有“带病提拔”之嫌，知情人士透露当时有关部门并未知晓其此前“买官卖官”。
2015年5月中旬至7月上旬，广东省委第九巡视组对潮州进行巡视，同年12月发布的《中共潮州市委关于巡视整改情况的通报》称，“选人用人存在问题，带病提拔、买官卖官现象仍有发生”。
