  1999年9月,中国国务院发布《中国年节及纪念日放假办法》,决定增加公众法定休假日,形成了春节、“五一”“十一”3个连续7天的长假。黄金周就此诞生。


  18年来,黄金周给我们带来了什么?我们又如何“改变”黄金周?


  体量大跨越,长假旅游常态化


  当第一个国庆黄金周到来时,席卷中国的假日旅游热潮令人始料不及。据统计,7天内中国出游人数达到2800万人次,旅游综合收入141亿元。


  但当时7天累计的“天文数字”放在现在,不到半天就可突破。在体量上,黄金周已经翻越几个数量级。


  据中国旅游研究院预测,今年国庆黄金周国内旅游市场将接待5.89亿人次,旅游收入4781.8亿元。人次是18年前的20倍以上,收入则增长了30多倍。


  数字是枯燥的,记忆和感受更真切。


  出生于上世纪50年代的英子至今还清晰记得第一个国庆黄金周全家人爬泰山的情景。那是她全家第一次外出旅游。尽管条件非常有限,但一家人出游的幸福感和第一次长假的新鲜感一直停留在记忆中。


  “当时住宿非常难,排了好长的队才最终搞定。出发前,家里炖了一锅鸡肉当作‘干粮’。山顶的面条20块钱一碗,我们就只给孩子买了一碗。”英子的讲述既有艰辛又透着甜蜜。


  从那时起,“旅游”一词从字典跳入生活。后来,英子每年都和全家一起出游。退休后,她迷上了摄影、徒步……从最初的泰山之旅到现在,英子的足迹已遍布世界。


  “第一个黄金周我是通过电话预订的酒店。18年后,我还是用电话订的。不过现在叫手机App了。”谈起18年黄金周的变与不变,刚刚退休的上海市民陶增瑞说。


  从18年前在宾馆排队或打电话预订,到现在轻点手机实现预订行程,旅游实现了从忙乱到简单。


  携程旅游从呼叫中心起家,那时还只是电话预订和门店销售。到新世纪的第一个10年,旅游行业由线下转向线上,人们预订旅游产品的方式从门店咨询、预订转向了电脑上网、自主预订。


  从2010年开始,智能手机的出现带来了新变化,旅游的实现途径又经历了一次革命。目前,携程App累计下载量超过23亿次,有七成左右交易额来自移动端。


  交通更便捷,出行变得轻松自如


  “真是越来越方便了,十几年前我从这里嫁出去的时候,翻过4座山才能看到公路。”国庆期间,在福州经商的刘虹组织全家人回老家龙岩上杭县探亲游玩。


  18年前的黄金周,龙岩还只是鹰厦铁路的延伸段,火车开到龙岩新罗区就到了终点。“那时候龙岩站每天才3对客车,现在开60趟动车都不够。”老龙岩站站长邱平告诉记者。


  “有了高铁,出去的人多,进来的人更多。”龙岩市旅游局工作人员林煜说。


  18年前,“高铁”还不为人所知。如今,高铁已经延伸到2万公里。仅10月1日一天,铁路发送旅客超过1440万人次,创单日发送量历史新高,甚至超过了春运最高峰。


  与此同时,中国人假期出行的“最大主力”——公路也不断延伸。1999年,中国建成高速公路只有1万公里,到去年底已经跃升到9.6万公里,居世界第一。


  高速公路的迅速延伸,很大程度上得益于汽车的普及。改革开放以来,汽车进入家庭步伐加快。数据显示,中国汽车数量超过了1.84亿辆,已经进入汽车社会。


  有了车,有了路,作为一种“自我设计的生活”——自驾游迅速发展。2015年,国内约40亿的旅游人次中,自驾游就占到58.5%以上,达23.4亿人次。国家旅游局预计,“十三五”末,自驾游人数将达到58亿人次,占国内旅游人次70%以上。


  感叹变化巨大的还有中国民航。1999年10月1日,首都机场2号航站楼开始试运行。首都机场运控中心高级业务经理郭文斌回忆,当年机场一天只有400多航班,旅客高峰期也就六七万人次,绝大多数人还没有长假乘飞机旅游的意识。


  “现在一天近1700个航班,20多万人次,北京3号航站楼已经不够用,现在又开始建新机场了。”他说。


  旅游的其他硬件设施迅速跟上。到去年底,中国星级饭店总数达1.5万家,旅行社达2.7万家,各类旅游景区景点达2万多处。


  交通的便捷、旅游设施的逐渐完备让人们可以走得更远、玩得更久。上半年,国内游人数达22.36亿人次,同比增长10.47%;收入1.88万亿元,增长13.72%;出境游人数达5903万人次,相当于送出去一个意大利的总人口。


  政策助休闲,人们也越来越会“玩”


  如今,虽然还不到“走说就走”的程度,但黄金周有相当于一半人口数量的出行已经成为事实。


  长期研究假日经济的中国社科院财经战略研究院副教授魏翔认为,黄金周作为中国一个成功的假日改革政策与制度创新,18年以来取得很大成就。前10年,黄金周对提振内需、促进消费起到巨大作用;近些年,在假日改革和国家一系列促进旅游政策出台背景下,旅游的环境越来越规范,黄金周释放出更大红利。


  行业监管也在逐步更新完善。仅今年以来,修订版旅行社条例开始实施,旅游安全管理办法也将于2016年12月1日起施行。


  伴随着旅游环境的规范和旅游产品的丰富,人们也越来越会“玩”了。定制游、亲子游、乡村游、文化游、甚至利用黄金周看房置业……人们黄金周出游的选择更加多元。


  途牛定制游部负责人李胜文表示,当前旅游市场的个性化需求越来越明显,无论是线上还是线下,利用大数据驱动,不断研发新的个性化旅游产品将是必然趋势,这也是让黄金周休闲旅游更有序更多元的必然选择。


  刘思敏表示,长假短缺正成为旅游业发展的瓶颈。我们已经形成庞大出游时间需求的“堰塞湖”,所以每到长假就要爆棚。


  “旅游要满足两个条件,一是有钱二是有闲,随着生活水平不断提高,前一要件已经具备,现在的痛点主要是时间。”合肥市旅游局监督管理处处长杨圣兵说,未来应该在推动保障年休假的同时,落实各项休假制度,并探索更加灵活的休假方式,化“扎堆”游为“分散”游,解决目前制约黄金周健康发展的头号难题。


  人们的旅游观念也在悄然发生着变化。过去靠旅行社和导游包打天下、以旅游景点为单一游览对象的局面,已经转向自助旅游、体验游、定制游为主。同时,“消费升级”成为旅游主旋律。携程预测,今年国庆黄金周期间,出境游人均消费超过8000元,国内游人均消费也在800元以上。
