　　1992年，杨宏辉畜牧养殖专业中专毕业后，适逢家乡信阳市董家河镇黄龙寺村通电，人才缺乏，他毅然放下所学专业，勇挑重担，从头开始学电工知识，电工生涯也由此开始。

　　就业之初，杨宏辉最大的任务就是为每家安装室内线。那时还是村民集资办电，电工安装用电是要收施工费的。一般收费标准是每只灯泡5角钱。虽然自己也很穷，但杨宏辉没收过一分钱。

　　杨宏辉带领的董家河供电所黄龙寺电工班维护着4个村1160户的用电任务，维护线路仅10千伏的就有28千米之长。辖区面积达70平方千米，大部分为崇山峻岭，交通不便。工作难度可想而知了。尤其是在冬季，在冰雪天气下，抢修异常艰难。

　　同时，为了让辖区茶农的电动炒茶机良好运转，杨宏辉和同事24小时值班，深入茶园炒房，随时排除用电障碍，而他自己的茶园因为顾不上而请人打理。

　　杨宏辉说：“炒茶对电的依赖性很强，若中途停电，将损坏茶叶，茶农一年的收入基本上就靠这一季，若因电的原因受损失，这个责任就大了！”

　　也正是电工的职业责任驱使，杨宏辉总是随叫随到，早出晚归，及时给村民提供电力服务，村民也对杨宏辉越来越依赖，当电视机、电冰箱出现问题，都找他解决，每每这时，杨宏辉都乐而不疲，为此还错过了儿子的出生。

　　随着时间的推移，凭着热心、能力和人品，杨宏辉不知不觉中跟乡亲们建立了深厚的感情基础。

　　2001年3月，在该村村委会主任选举中，3名候选人都落选，杨宏辉竟然以很高的票数当选。毫不知情的他当时并不在会场，而是在清理电工工具准备去检查线路。

　　“这么好的电工，绝对是个好村官！”村民谢文昆说：“杨书记很有本事，他当村官以后村里变化很大！”

　　虽然意外当选，杨宏辉没有任何准备，但他却很有思路。组织村民修了一条直通山上茶场石子路，建立了茶叶交易市场，并将街道延长一倍、扩宽。市场的建成，吸引附近4个村和毗邻的湖北茶农都来此交易，同时也逐渐吸引大批客商。茶农收入增加了，刺激了扩大种植面积，促进了茶产业的发展。
