　　新京报快讯（记者 许研敏 逯仲胜）针对津冀地区出现的非法捕鸟事件，国家林业局日前派出督导组赴天津及唐山督导整治。10月10日，督导组副组长陆军在天津接受新京报记者采访时表示，督导组正督促当地相关部门彻底清查辖区内非法捕鸟活动，清除捕鸟器具。陆军说，非法捕鸟已形成一条巨大利益链条，必须多部门联合处置。

　　不到一平方公里就有10张捕鸟网

　　进入秋季，大批候鸟迁徙途经天津、唐山储备体能。这期间，非法围网捕猎鸟类的行为也较为猖獗。虽然每年林业、公安等部门均严厉打击，但由于违法成本低，捕猎行为屡禁不绝。

　　10日上午，新京报记者跟随志愿者来到天津滨海新区滨海物流加工区附近的一块芦苇地，在不到一平方公里的区域内，志愿者寻找到10面长度约为50米的捕鸟网。据护鸟志愿者刘懿丹粗略估计，每张网上的死鸟多达四五十只，其中不乏红喉歌鸲等“三有保护动物”。

　　新京报记者下午进入另一块位于中新天津生态城芦苇地，被遗弃的捕鸟网具隐匿在高过人头的芦苇丛中，从外围很难被看到。赶赴现场的督导组人员，也必须在当地工作人员引导下，才能顺利找到捕鸟现场。

　　刘懿丹介绍，天津及其周边地区像这样的捕鸟场地其实很多，主要分布在村里农田和城市废弃的芦苇地。就在今天早上，她还在廊坊安次区码头镇寻找到两处捕鸟网具。

　　“激素催肥鸟儿，层层转卖到餐桌上”

　　“捕鸟背后涉及到巨大的利益链条，鸟捕到之后贩卖、销售，最后变成犯罪分子的非法所得”，督导组副组长陆军在天津“万米网海”现场接受新京报采访时表示，捕鸟犯罪链条是跨区域并且涉及多方面政府职能的复杂难题。

　　护鸟志愿者王建民和刘懿丹向新京报记者介绍，捕鸟人多为当地农民，他们捕捉的鸟大多数会卖给专门的鸟贩，鸟贩会将候鸟饲养起来，用某种抗生素进行催肥。“等小鸟胸脯长了一层黄油，就把鸟闷死、冷冻，然后转手流向市场”，王建民说。

　　这些鸟大多数最终会出现在南方城市的餐桌上。“不管走火车还是走飞机，这中间一个坎一道钱，人家都打点好了。”刘懿丹说。

　　陆军向新京报记者表示，关于捕捉、运输、贩卖和销售等所有环节，掌握线索后会和公安、工商等主管部门合作，“共同把各个环节理清，把它彻底清除掉”。
