新罗区的适中镇是诈骗的重灾区，四面环山的独特地势成为“淘宝哥”与警方躲猫猫的天然屏障，他们分工明细，有专人负责盯梢，一有风吹草动立刻作鸟兽散。
“80后”、“90后”年轻人成为电信诈骗的“生力军”，他们很多都是亲戚朋友，有的是姐妹兄弟联手，有的甚至“全家总动员”。
近来，龙岩市公安局重拳出击整治，有效遏制了电信网络新型违法犯罪活动的嚣张气焰，村民表示，很少见到以往忙碌的“淘宝哥”身影。
村民提醒：别贪小便宜
“你说电信诈骗啊，这边是比较多，主要集中在村镇，市区很少见。”初到龙岩市，说起电信诈骗，当地人早就不足为奇，他们对于外来的陌生人，也不忘指点几招：不要贪小便宜，看到淘宝退款、中奖之类的短信不要点击链接。
福建省龙岩市新罗区的电信诈骗类型是网络购物诈骗，其中诈骗的重灾区是适中镇。
适中镇距离龙岩市区36公里，人口4万余人，全境群山环抱，峰峦起伏，南北走向36公里，中部形成长条形的3个小盆地，盆地地势较平坦，是个典型的“八山一水一分田”山区乡镇。

走在适中镇中心，在某一个拐角处就可以看到公安局贴出来的《关于打击治理电信网络新型违法犯罪专项行动的通告》、《关于对电信网络诈骗犯罪在逃人员的悬赏通告》、《2016年以来淘宝诈骗被抓人员曝光台》等信息。这些信息同样透露着这个村镇电信诈骗的基因。
记者凑近一看，周边不少小孩也过来凑热闹，不过他们对此一点都不意外。通告栏对面的小卖部老板对此更是司空见惯，“没什么奇怪的，贴了有一段时间，这类通告经常有。”她说，通告中的电信诈骗犯很多就住在附近的村子中，以年轻人为主，“现在(电信诈骗)少了很多，国庆前抓了一些。”
《2016年以来淘宝诈骗被抓人员曝光台》公布的30名诈骗犯以“80后”、“90后”为主，很多都是同村人，其中有被抓人员来自中溪村、中心村，而这两个村庄就在街道的另一边。
记者走进中溪村村委会，类似的通告就贴在显眼的大堂一侧。村民看到记者，以提防的眼光打量着，前方一名背着孩子的女性村民走来，前一句还声称自己是当地人，当记者问及电信诈骗的情况，她立马改口称自己不是本村人，对此情况不了解，然后匆匆离去，不愿多说。

行骗即上班

陈果说，现在村子里宁静了不少，近来严打，很少见到“淘宝哥”的足迹。
他指着村里的山头说，以前他们就是在山里搭着帐篷“打电脑”，“他们也不是干一整天，就像上班一样，有相对固定的时间，中午就打包盒饭上山。”从前，陈果常常看到村里“淘宝哥”忙碌的身影。陈果没有羡慕他们发家致富，听到有“淘宝哥”被抓，他也没觉得意外，“做这个就有风险，他们的好坏跟我没关系。”
谢明(化名)曾经是一名“淘宝哥”，现在他已经改邪归正。他不记得村庄什么时候开始刮起电信诈骗的风，他听说是从隔壁村学来的，他看到周边不少人在做，他也动了心。前年他加入了这一行列。
告别行骗生涯，想过正常生活
大专毕业的谢明，在同村前辈的带领下，很快就上手了。有着大专文凭，在同行中他还算个知识分子。不久后，他就拉扯了几个同村的兄弟、朋友组成一个小团伙，开始了“自主经营。”谢明的团队分工明细：山下盯梢、购买用户信息、电话诈骗、取款等。他购买了一台柴油机在山上发电，还有几台电脑、智能手机，这就是他们梦想发家致富的生财工具。
谢明说，山上空旷，一发现不对方便撤退。这四面环山的独特地势成为谢明们与警方躲猫猫的天然屏障。
谢明起初做的也是淘宝诈骗，在行内有不成文的规矩：不骗本地人。他说，本地人乡里乡亲，有着宗族关系，骗了他们面子过不去。另外，当地人对此情况也比较熟悉，不会轻易上当。
谢明“打电脑”的时间一般选在9时至17时，他说，这段时间内拨打电话或群发短信显得比较自然，他解释说，这个时间段淘宝店小二正常上班，金融机构也正常办理业务。之后，谢明感觉到，电信诈骗伎俩使用得多了，网民防范意识增强，后来他就改做中奖诈骗。
在过去“打电脑”的时间里，谢明经常提心吊胆，现在他“从良”了，不再做“淘宝哥”，他希望过上正常的生活。如今，他打一份小工，他觉得安心多了。
出动无人机进行空中“巡逻”
由于网络购物新型诈骗违法犯罪活动涉及河北、山东、湖南等多个省(市)，给警方的打击增加了难度。2015年以来，龙岩市公安局专门组织开展了一系列专项行动，特别是打击电信诈骗工作专班成立以来，通过对系列诈骗案件的深挖，从中梳理出贩卖淘宝客户信息、出售钓鱼链接、诈骗团伙、为诈骗提供洗钱流转便利的卡商、收赃人员完整的犯罪利益链条，并予以打击重创。
2015年12月，龙岩市公安局与三大电信运营商召开部门联席会，与三大运营商初步建立反诈骗协作机制，为公安机关办案开辟绿色通道。龙岩市公安局还与阿里巴巴集团初步建立了警企协作机制及第三方支付公司联合工作机制。阿里巴巴集团为龙岩警方开辟绿色通道。

“关键是给他们找一份好工作”
近来，适中镇新祠村成为整治网络诈骗的一个典范。新祠村位于G76厦蓉高速公路适中镇的收费口附近，在进村路口，打击电信诈骗违法犯罪的标语也是随处可见。进入村庄，一排排整齐的三层小洋房映入眼帘，宽阔的公路、漂亮的小学，以及来往的私家车，这些场景都预示着新祠村与其他村庄的与众不同。
“我们村没有任何一个人做网络诈骗！”适中镇新祠村村支书杨威忠曾对媒体记者拍着胸脯保证说。
让年轻人不走歪路的关键就是给他们找一份好工作。杨威忠带领村干部帮助筹资金、找市场，创造条件解决新祠村年轻人的就业问题。黄文杰是在村里的支持下加入了金线莲专业合作社。他说，启动资金是杨威忠担保贷款来的，种植用地是村里协调来的，买家也是村里拉来的，“村里这么帮助我，我一定会老老实实工作。”同样也得益于村里帮助，村民杨庆阳组建了新祠物流公司，带动了村里40多名青年就业。
