据景区负责人曹志杰介绍，事发时，东北虎园内有11块安全警示牌分布于游览线路沿途两侧，间距30到100米不等的位置；事发后东北虎园一直处于关闭状态，老虎一直关在笼舍。景区在自驾路线和东北虎盘踞的小山坡之间加装了电网，同时新增3块安全警示牌。至于伤者赵女士提及的巡逻员身上没有配备麻醉枪，曹志杰说，麻醉枪属于国家管制器具，有严格的管理和使用办法
24岁的巡视员卫佳宁事发时就在园内，他向记者回忆了当时的场景：“看到她下车以后我用车里的喇叭喊话说‘你下车干什么，快回去’，但是她没有听，我就一直喊让她上车。”卫佳宁说，随后就看到老虎下来袭击游客，把游客拖走，他立即启动巡逻车赶到山坡下，同时在手台中呼叫，隔壁两个园区的巡逻车也赶过来一起驱赶老虎。

赵女士的律师团队发布对《延庆区“7.23”东北虎致游客伤亡事件调查报告》的质疑意见。意见指出园方猛兽区“自驾游”项目未经风险评估，存在重大安全隐患，属于违法经营，而报告对此进行了刻意掩盖；报告对事故发生后园方的应急救援处置过程陈述失实，隐瞒了园方应对突发事故救援迟缓的事实。
