　　近日，随着城关电站放水检修，澧水大桥的桥墩桩基显露出来，市民发现大桥部分桥墩桩基护壁出现不同程度的脱落现象，引发了社会各界关于大桥质量、安全的讨论和担忧。

　　慈利县委、县政府对此问题高度重视，及时研判，妥善处理。10月13日晚，县委书记邱初开闻讯立即安排部署县政府相关领导、职能部门及大桥设计、施工、监理方迅速派人现场查勘，研究处置措施。10月15日上午，县委书记邱初开又带领县交通局、县住建局、县经投公司等相关部门负责人现场查勘，要求各单位特事特办，急事急办，迅速请具有资质的第三方机构和权威专家对大桥质量问题进行全面检测，有无问题要以检测结果及专家意见为准，工作进展情况及时向社会公开，让公众知情，自觉接受社会各界监督。10月15日下午，经湖南省桥梁专家现场查勘初步认定，目前尚未发现大桥下沉、裂缝、倾斜等现象，大桥安全性能没有问题。10月16日，第三方检测机构湖南联智桥隧技术有限公司（公路工程综合甲级检测资质）开始对大桥进行系统检测，目前正在进行现场取样、勘验工作，预计本周日完成数据采集工作。县委、县政府将根据第三方检测结果，对大桥进行科学有效地维护，确保人民群众生命财产安全。

大桥

　　澧水大桥2008年1月正式动工建设，总投资8800万元，2010年9月25日通车。该桥由慈利县经济发展投资有限责任公司承建，施工方为湖南省第四工程有限公司路桥分公司。大桥桥长696.78米，宽20.5米，为双向四车道。主桥及引桥均采用的是钻孔灌注端承桩基。2011年5月25日通过竣工验收合格。

　　根据有关法律法规规定，只有在桥梁经专门机构检测评估为危桥，并报行政主管部门和政府批准后，才可采取限载、限速或封闭交通等措施。如情况严重或已发生危险，则立即启动应急预案。15日下午省桥梁专家现场查勘后认定目前暂未出现此种情形，因此，慈利县委县政府暂未对大桥实行封桥措施。

　　桥梁质量安全和人民生命安全大于天，慈利县委、县政府态度非常明确，待第三方检测报告后，县委县政府将及时公布情况，严格按照专家意见，根据损坏的程度制订相应的维修加固方案，消除隐患，排除危险，确保桥梁安全运行。检测结果表明如有符合追责问责情形的，将立即立案，启动问责程序，对责任主体单位和相关责任人追责问责，如构成犯罪，将依法追究刑事责任。同时，慈利县委县政府表示，将以此次事件为警钟，对县域内的桥梁开展安全隐患专项整治，认真贯彻执行《城市桥梁检测和养护维修管理办法》，规范桥梁养护维修工作，严抓建设工程质量。
