柯玉宝称，国家民航局飞行标准司将对《暂行规定》进行修订，加强对无人机视距内运行时的管理。按保守估计，中国民用消费级无人机持有者超过10万人，但至10月中旬，通过培训考试的持证人员只有近8000人。
