据他介绍,民用无人机属通用航空范畴,操作者和机器应有相应资质才能飞行,在没有强制性法规管理的情况下,国家民航局出台的管理规定相当于行业“法规”。

柯玉宝称,国家民航局飞行标准司将对《暂行规定》进行修订,加强对无人机视距内运行时的管理。按保守估计,中国民用消费级无人机持有者超过10万人,但至10月中旬,通过培训考试的持证人员只有近8000人。
