　　韩媒称，韩国光州地方检察厅木浦支厅21日以“涉嫌妨碍特殊执行公务罪”对在韩海域发生火灾命案的中国渔船的船长杨某提起公诉，指控杨某涉嫌“抗拒韩国海警执法，蓄意冲撞海警船，险酿重大事故”。

　　据韩联社10月21日报道，由于杨某涉嫌“无证捕捞、拒绝停船命令”等10项违规，检方要求杨某缴纳2亿韩元（约合人民币120万元）的保证金。按期缴纳保证金后，船长、船员等14人以及渔船将被驱逐出境，涉事人员可在回到本国后接受韩国法院的审判。但杨某拒绝缴纳保证金，因此法院发布了逮捕令，杨某将在韩国受审，其他船员以相关人身份被扣留在韩国。

　　韩媒称，9月29日上午9时45分，杨某带领其他船员在“韩国全罗南道新安郡红岛西南70公里处的韩方专属经济区内非法捕捞”，海警向轮机室投掷震爆弹后，轮机室一带发生火灾，船上17人中14人获救，3人陷入昏迷并最终身亡。
