　　早在1996年5月，中国政府就公布了《关于领海基线的声明》，明确宣布了西沙群岛的领海基线。美方在对此完全清楚的情况下，派军舰擅自进入中国领海，是严重的违法行为，也是有意的挑衅行为，中国国防部对此表示坚决反对并向美方提出严正交涉。

　　当前，在地区国家的共同努力下，南海局势呈现积极发展态势。在此形势下，美方派军舰擅自进入中国领海，就是唯恐天下不乱，试图通过此举搞乱局势，从中渔利。这恰恰证明，美方是南海局势稳定的麻烦制造者。中方将同广大地区国家一道，坚定捍卫南海地区的和平与稳定。

　　一段时间以来，中国和美国两军关系稳定发展，双方在互信机制建设和风险管控方面迈出新的步伐。然而，美方上述违法挑衅行为严重损害双方互信，与中国和美国双方构建新型大国关系和两军关系的努力背道而驰。我们强烈敦促美方切实尊重中国的国家主权和安全关切，不要一错再错。中国军队将根据需要加大海空巡逻力度，强化各项防卫能力建设，坚定捍卫国家的主权和安全。
