　　参考消息网10月28日报道港媒称，内地空气污染恶化严重，国家三令五申强调治理雾霾，但一些地方却频频制造假环保数据。

　　香港《东方日报》10月27日援引内地媒体报道称，作为国家直管的西安市长安区空气监测站，不经允许任何人不得入内。然而，今年2月以来，西安市环保局长安分局主要官员偷配钥匙并记住密码，用棉纱堵塞采样器，致使数据异常。事件曝光之后，多名官员被调查。报道认为，环保数据造假比经济数据造假更可恶，因为这种做法不仅剥夺了公众的知情权，也让环境监测的预警效应荡然无存。

　　近年来，内地有些城市的空气质量数据与公众所感受的不匹配，有时候差异还很大。报道称，问题就出在官方的监测数据造假。比如，有的环保部门修改参数；还有的干扰自动监控设备的正常运转，把空气质量采样站点设在公园等远离污染源的位置；改变空气质量监测站点附近的环境，在周边洒扫、喷水，人为降低污染浓度等等。

　　国家环保部曾公布，自去年以来发现2600多宗环保监测数据造假案例，涉及到空气、水、土壤等多种监测。

　　报道称，环保数据造假，主要是因为近年来高层重视环保工作，力推环保“一票否决”制，授予环保在创优评先、干部任用中的一票否决权。国家环保部约谈省市长，省市长回去就将怒火全撒给环保局长，环保局长为了保乌纱，千方百计地进行数据造假。最后，污染问题没解决，但数据看上去很美，“村骗乡，乡骗县，层层骗到中国国务院”。

　　新的环保法虽然对“篡改、伪造监测数据”作出了处理规定，重则可入刑，但威慑力似乎不大。更多时候，负责官员不会直接参与造假，而是授意、默许、纵容他人造假，一旦东窗事发，也只是找“临时工”顶罪，所以问责制屡屡落空。

　　报道称，污染已成全民公害，在治理问题时也应采取专业部门与群众监督相结合的方式，才能彻底治标治本。比如，与其让国家环保部监测，不如把这项业务交给市场，由独立的第三方机构或公益组织负责。山东省就曾揭露，监测数据由各市自行上报，全省良好率达到了95%，但第三方监测数据显示，良好率仅为60%。

　　中国环保治理，应该打一场全民参加的人民战争，人人都是监督员，所有媒体公众都应参与监督，而不是让一些环保官员以内行欺骗外行，口头说治理，行动上却造假，蒙混过关。
