府谷县经济适用住房廉租住房建设领导小组办公室墙上的宣传资料显示，牛家沟廉租房项目总投资5800万元，现已完成投资7680万元。该工程于2011年10月竣工，现具备入住条件。
而据当地一名公务人员介绍，实际情况是，目前，109户人家均未能入住。因为2012年一场大雨就让牛家沟廉租房小区的楼房地基开始下沉；2013年房屋维修后一直闲置；今年7月又下一场大雨，地基再次下沉。

清华大学土木工程系教授张君了解房屋状况后表示，地基下沉1.2米，意味着一层的一半已经沉到地下。正常情况下，左右基点水平差应该是零，相差40厘米则房体倾斜肉眼可见。情况非常严重，但房子究竟是不是危房，会不会倒塌还要经过现场的观察才能判定。
张君猜测，造成这种情况的原因很可能是基础做的差，地基下土壤过于松散，含水量高。
工地施工人员证实了这一说法：“地基都已经进去水了，土挖出来，用手一攥跟橡皮泥一样。”
工地管理人员介绍，工人们现在正在挖开地面铺设管道，同时，把地基内浸水的砂土掏出来，打上钢筋扶正墙体，再填进混凝土。
府谷县政府网站上“府谷县牛家沟廉租房小区排洪工程中标公示”显示，府谷县牛家沟廉租房小区排洪工程于2015年7月2日在府谷县建设工程招标投标交易中心公开招标，N1标段三中标候选人的中标价476万左右，N2标段三候选人的中标价均在496万左右。
但知情人士透露，2012年和2016年两次维修分别投了1000万，“2015年7月这个招标公告其实是第一次维修后补的”。

“北京时间”（微信号：btime007）发现，中国企业信用信息公示系统并无榆林市通达路桥公司。另外一个名为榆林通达路桥建筑有限公司已注销，此前，该公司曾承接过保障房项目。“北京时间”（微信号：btime007）还致电榆林通达路桥建设集团有限公司询问是否为牛家沟廉租房项目的建设单位，项目安置部一工作人员称他们需要到现场进行调查，有了调查结果之后才能进行回复。
