中国和日本韩同意加快三国自贸区谈判

　　本次会议旨在为第七次中国和日本韩领导人会议积聚更多成果，并就落实二十国集团(G20)峰会经贸成果，开展三国务实经贸合作新领域、新倡议，以及区域、多边经贸等议题达成共识。日本政府还表示，此次会议为计划在12月上旬举行的三国首脑会谈进行了铺垫。

　　会议由中国商务部部长高虎城、日本经济产业大臣世耕弘成和韩中国国产业通商资源部长官周亨焕共同主持。高虎城表示，当前世界经济复苏势头脆弱，中国和日本韩作为东亚三大经济体，对地区和全球经济增长具有重要影响。三方应在经贸领域落实领导人共识，充分发挥产业互补性，提升贸易投资水平，通过深化合作促进自身发展，并为东亚乃至亚洲经济平稳增长作出贡献。

　　世耕弘成表示，在当天的会议中，中国和日本韩三国就共同推进经济结构改革达成共识，并就合作方式进行了探讨。与此同时，三方还就经济以外领域的合作进行了深入探讨。会议成果不仅对中国和日本韩三国经济，而且对亚洲经济和全球经济都将有很大贡献。

　　周亨焕表示，本次会议就建立三国合作制度框架，以及三国自贸区和区域全面经济伙伴关系协定(RCEP)进一步加快谈判进程等内容达成了一致意见，并将共同就三国自贸区和RCEP达成现代、全面、高水平、互惠互利等目标努力。中国和日本韩三国经济占世界经济总量的20%，如果三国能够推动合作，将为世界经济的发展和恢复作出巨大贡献。

　　会后，三国经贸部长发表了《第十一次中国和日本韩经贸部长会议联合新闻声明》。

　　声明表示，三国将继续努力落实G20杭州峰会成果，强调《G20全球贸易增长战略》和《G20全球投资指导原则》重要性，以及G20贸易投资工作组对进一步加强G20贸易投资合作的重要作用。

　　中方立足三国经贸长远发展，提出在“一带一路”和“欧亚倡议”框架下开展第三方国际产能合作并共同开拓第四方市场，推动三国次区域合作发展，深化泛黄海经济技术交流会议等机制建设，支持三国地方间开展更多务实合作，得到了日、韩两方积极响应。

　　此外，三方还通过了“加强三国供应链互联互通”联合研究报告，并同意将共同推动打造开放的世界经济，进一步加强多边贸易体制，促进全球贸易投资并积极推进区域经济一体化。

　　另据日本“共同社”29日报道，联合声明中写入了在贸易谈判加速、能源合作、环境保护、钢铁产能过剩问题等广泛领域达成的共识。

　　日本政府强调，此次会议的意义在于：对于计划在12月上旬举行的三国首脑会谈，起到了铺垫作用。三方还确认将在引领全球贸易与投资、相继召开的奥运会和残奥会方面携手合作。

　　共同社称，担任会议主席的日本经济产业相世耕弘成在会后向记者表示：“各国将向首脑汇报（会议结果），希望也能够反映到将于年内召开的日中国和韩国峰会成果中去。”

　　中国商务部部长高虎城回应道，为落实经贸领域的领导人共识方面收获了成果。该发言反映出在促成首脑级磋商方面达成了一致。

　　韩中国国产业通商资源部长周亨焕表示“会议表明了对贸易保护主义扩散的关切，承诺将共同应对”，就扩大贸易达成共识。

　　在一致同意加速谈判的日中国和韩国自由贸易协定（FTA）方面，日本提议设立官民协议会，并行讨论服务贸易这一新领域。中国和韩国表示有意进行探讨。

　　在中国钢铁产能过剩问题上，虽然中国未参加经济合作与发展组织（OECD）等力争设立的“全球论坛”的筹备会议，引发了担忧情绪，但中方在此次会议上确认也将参与其中。

　　在能源领域，为低价稳定采购液化天然气（LNG），日中国和韩国就强化LNG进口合作达成了一致。此外，三国同意在年内汇总出台“环境物品协定”，力争废除环境友善型商品的关税。

　　鉴于2018年将举办韩国平昌冬奥会，2020年有东京奥运会，2022年有北京冬奥会，日中国和韩国还计划在奥运相关的技术、文化和体育产业领域展开合作。
