“监管不是主要原因，主要是成本。存储、带宽，加前期投入，360云盘投资的规模是亿元级别的。互联网产品要有快速产出，没有足够的收入，不足以覆盖成本才是各大网盘纷纷缴械的主因。”一位接近360云盘业务的业内人士向记者分析道。

不过不可否认的是，监管趋紧加速了360云盘的关闭。今年3月，中国“扫黄打非”办公室等五部门下发通知，全面开展打击利用云盘传播淫秽色情信息专项整治行动，并公布了6起利用销售网盘账号和密码传播淫秽色情信息牟利案件，涉及115网盘、360云盘和乐视网盘等。在今年8月的2016中国互联网安全大会上，奇虎360董事长周鸿祎在接受记者采访时曾表示，360私有化不是为了资本，未来360将很快变成一家纯内资公司，并且表示看中国内安全市场，特别是企业安全市场。
