Research report: high skilled talents in China only accounts for 5% total employment-IT information

In this case, labour supply and demand mismatch has become China's problems in the labour market. 当前,中国对高技能劳动力的需求正不断扩大。根据中国人力资源和社会保障部数据,技能劳动者数量只占中国就业人员总量约19%,高技能人才则占5%。调研报告分析称,随着当前中国向价值链上游转移,提供或制造的产品也逐渐向高附加值产品过渡,其对高技能劳动力的需求还将不断上升。

与此同时,中国正从低价产品加工出口转向IT服务、软件服务、会计服务、金融服务、市场和客户服务等领域的现代服务业,这些行业对高等教育水平劳动力的需求也逐步增加。

中国不同地区对人才的需求亦存在巨大差异。报告指出,中国东部地区对高技能人才的需求更大,但同时供给也较多;尽管西部地区对高技能人才需求不如东部,但由于供给少,供求矛盾也很突出。而在中国企业纷纷向海外拓展之际,国际化管理人才和战略设计人才尤为短缺。

在此情况下,劳动力供给与市场需求不匹配已成为中国劳动力市场的突出问题。调研报告显示,中国劳动力供给存在显著人才层次矛盾,低学历未技能智能化,高学历却无法满足企业实际应用需要。在此情况下,只有提高技能水平才是降低高失业风险群体整体失业率的关键所在。

在人口、经济和社会信息化等多重转型压力下,技能缺口已成为当前中国劳动力市场亟待解决的难题。据此,报告建议,为确保中国经济可持续增长,相关方面应采取措施提升中国劳动力质量,调整劳动力技能培训的相关性和及时性,从而更好适应高成长性行业的技能需求。
