对企业家调查数据的分析显示,在中国企业纷纷向海外拓展之际,国际化管理人才和战略设计人才尤为短缺。同时,不同企业的人才竞争存在差异。相较于外商及港澳台企业,内资企业在资本运作、互联网和技术研发等方面的人才短缺程度更高。中小企业较为缺乏战略设计人才、技术研发人才和高级技术工人;大中型企业在资本运作人才、互联网人才方面的短缺程度则相对较高。

针对大学毕业生的高失业率,清华大学社会科学学院院长李强指出,首先就是因为高等教育的专业设置、招生规模与市场需求脱节。“以市场上热门的大数据产业为例,美国很多大学已经很迅速调整了专业设置,推出了与之相匹配的课程,这在中国是行不通的。因为大学里专业不能自设,必须等待中国教育部统一调整专业目录,而这要经过很多年。”李强建议,应该以市场需求为导向,赋予高校更大的办学自主权,建立市场、高校和社会共同参与的专业设置路径。高校按需灵活设置专业,向有关部门备案即可。
