　　11月4日上午，在中国人大常委会联组会议上，中国国家发展改革委员会主任徐绍史透露，中国国家发展改革委员会已和相关部门配合，制定了一个国家公园试点总体方案，深改领导小组讨论原则上已经通过，首先建立的是青海三江源国家公园，第二个就是东北虎豹国家公园，他说，“这个文件部门已经会签完，正在报批”。这个文件下发后，当地将进行搬迁，以恢复生态。

　　徐绍史透露，文件下发之后，贯彻落实还有一个过程，重点是发展接续产业，特别是发展林下经济，包括林区、林厂都需要搬迁，国家公园里的居民也会有一定程度的搬迁，以恢复生态。

搬迁的居民

　　“今后还有一项任务非常艰巨，就是保护居民生命财产安全。”徐绍史解释说，建立国家公园后，老虎、豹子多了，首当其冲是老百姓家里的牛、羊、猪，它们可能受到侵袭，此外，包括老百姓本身也可能会受到影响，所以报批之后，这项工作也会有序推进。其他还有几个国家公园正在酝酿、研究。

　　科学研究显示，野生虎豹种群雌性需要达到50只以上，才能确保百年内种群安全繁衍。

　　去年1月，中国国家发展改革委员会等十二部委联合发布了《建立国家公园体制试点方案》，标志着中国国家公园体制试点改革正式启动，并确定青海、北京、吉林、黑龙江、浙江、福建、湖北、湖南、云南等9省市作为国家公园体制试点省地区。

　　新华网曾报道称，国家林业局野生动植物保护与自然保护区管理司司长张希武透露，“十三五”时期，中国将整合设立一批野生动物类型国家公园，积极开展大熊猫、亚洲象、东北虎豹、藏羚羊等旗舰物种的国家公园建设试点。

　　今年4月8日，中央财经领导小组办公室召开会议，部署以吉林省为主、黑龙江省配合开展东北虎豹国家公园体制试点工作。5月4日和15日，召开了两次“东北虎国家公园规划方案协调会”。

　　今年5月，吉林省林业厅表示，《中国东北虎豹国家公园体制试点方案》已经通过了专家论证，中国东北虎豹国家公园体制试点工作进入实质性推进阶段。
