今年8月13日，江汉油田一男子在广华某单位门口捡到两张刮刮卡，上面印有“开心购物、幸运有您”字样，以及一张购物清单。该男子刮开抽奖卡，发现自己“中”了28万元大奖。他拨通了卡片上的电话，按照对方要求，将个人信息发送到手机验证平台。随后，犯罪嫌疑人冒充发奖公司职工，以中奖需交税、要公证等理由，让该男子先后3次向其提供的账号共汇款19000元。之后，该号码就打不通了。
接到该男子报警后，江汉油田公安局迅速决定由刑侦支队牵头，抽调精兵强将，成立工作专班，全力开展侦破。由于犯罪分子作案后立即跨省市异地取款，同时迅速将作案使用的手机、银行卡等物销毁。而且取款人和诈骗人是两套人马，单线联系，很难一网打尽。两个多月时间，专班民警通过大量工作，成功锁定了龙某某等6名犯罪嫌疑人，并摸清了团伙的组织结构、层级、分工等基础信息。
11月2日，专班民警获悉龙某某等人将再次作案，遂立即赶赴仙桃组织抓捕。11月3日，通过周密部署，油田警方在仙桃某宾馆一举抓获犯罪嫌疑人龙某某、谢某某、付某某3人。扣押作案车辆一台，在车内查获作案设备和大量刮刮卡、手机卡、银行卡、诈骗台词、作案手机等工具。
经初审，3名犯罪嫌疑人交待，他们先后在湖北、广西、重庆、湖南等地多次实施诈骗。目前已核实案件7起，涉案金额10万余元。另3名嫌疑人在逃。
