　　据中国人民武装警察部队学院网站11月3日报道，根据中国公安部2016年外警培训任务补充下达通知精神，11月2日至16日，菲律宾总统警卫团督察长、培训班领队乔治·布兰科上校，菲律宾总统警卫团护卫队行动处处长、培训班观察员迈克尔·阿基诺少校，率领21名总统警卫队队员来院进行为期15天的研修培训。11月2日下午，李乐民政委、马金旗院长、刘金增副院长，警卫系政委徐志达、主任王树友、维和培训部主任胡建国会见了培训班一行。

　　李乐民政委代表学院全体教职员工，对乔治·布兰科上校率队来院参加研修培训表示热烈的欢迎。李政委指出，中国和菲律宾两国隔海相望，是一衣带水的邻邦，传统友谊源远流长。早在中国明朝永乐年间，菲律宾苏禄国东王就不远万里访问中国，距今已有近600年的历史，目前他的后裔仍居住在山东德州，可以说，中国与菲律宾既是近邻，又是亲戚。上个月，杜特尔特总统成功访华，习近平主席与杜特尔特总统举行了富有成效的会谈，共同见证签署了一系列合作协议，就实现中国和菲律宾关系健康稳定发展达成了重要共识，开启了中国和菲律宾关系新起点。此次培训班的举办，也是落实两国元首重要共识的举措之一。随后，李政委简要介绍了学院的总体概况和外警培训的基本情况，并希望通过此次培训班的举办，为深化双方务实合作打下良好基础，在警务培训、学术交流等方面取得更大成绩。

开班典礼

　　会见结束后，开班典礼在学院维和培训部学术报告厅隆重举行，学院刘金增副院长、警卫系政委徐志达、主任王树友出席开班典礼。维和培训部主任胡建国主持典礼。刘副院长指出，在中国公安部国际合作局、警卫局的统筹协调下，筹备工作进展顺利、扎实有效。一是制定了科学的培训计划。根据菲方培训需求，学院按照精讲多练的原则，制订了周密的教学计划，确保培训内容贴近实战。二是优选了高水平的授课教师。由中国公安部警卫局6名实战专家和警卫系6名教师组成教学团队，共同开展教学工作。三是安排了丰富的文化生活。开辟了咖啡吧、网络学习室等设施，增开了8个英文电视频道，购买了英文图书，配齐了文体器材，安排了具有浓郁中国文化特色的茶道、书法、太极拳等体验课程。他希望大家珍惜此次研修培训机会，认真学习研讨，加强互动交流，分享成功经验，共同提升警卫工作水平。
