　　新华社长沙11月12日新媒体专电（记者袁汝婷白田田）记者12日从湖南慈利县政府了解到，针对广受关注的澧水大桥部分桥墩桩基表层脱落问题，第三方检测机构及专家组初步评估认为，大桥主要缺陷是部分桥墩桩身已有明显缩颈、露筋等病害，但目前总体处于安全范围。同时，该县决定尽快启动对大桥的维护施工，初步计划维护工期为2个月时间。

　　不久前，一组慈利县城澧水大桥桥墩形同“蜂窝”的图片在网上广为流传，被质疑存在质量问题。记者在现场看到，建成6年的澧水大桥桩基外围混凝土脱落、钢筋外露，引来不少当地老百姓围观。

　　记者了解到，慈利县委、县政府迅速派人进行了现场查勘，研究处置措施，并专门委托第三方检测机构——湖南联智桥隧技术有限公司（公路工程综合甲级检测资质）进行质量安全检测，并聘请省内多位知名桥梁专家对大桥进行现场勘验和论证。

　　经过现场取样、勘察、验算和论证，结果表明，混凝土强度抽样检测表明强度均满足设计要求，未发现大桥存在位移、沉降、裂缝等现象。结合基桩专项检测报告以及设计单位对存在缺陷的桩定量分析和验算，专家组初步估算认为，目前大桥处于安全范围。

　　同时，专家认为，目前大桥部分桥墩外露于河床地面以上的桩身已有明显缩颈、露筋等病害，主要原因是桩身外围（钢筋笼以外）素砼含不均匀泥浆或泥块，导致其强度较低，且在施工完成时未能及时拆除，从而受到洪水冲刷等因素所致。一位参与检测的专家告诉记者，桥墩存在病害缺陷并不一定意味着有质量问题。

　　慈利县相关负责人介绍，为保证桥梁后续运营安全与设计使用寿命，将尽快对缩颈、露筋的桩柱进行处置。维护期间，按规定在大桥两头设立限载标志，严禁超载车辆（55吨及以上）通行。

　　同时，慈利县还表示，将严格按照公路和城市桥涵养护的有关规定建立长效管理机制，对全县桥梁进行定期检测、排查隐患，确保使用安全。
