11月16日，“关于给予黄钢留党察看一年处分的决定”的影印版文件在微信朋友圈流转，文件有两份，一份是“中国铁路总公司党组纪检组文件”的红头文件，编号为“中国铁路总公司纪[2016]12号”，即给予黄钢留党察看一年处分。一份是“中国铁路总公司监察局监察决定书”复印件，编号为“中国铁路总公司监决字[2016]8号”，即给予黄钢撤职处分。
两份文件落款时间均为今年11月8日。
据文件显示，黄钢的主要违纪事实存在两方面，一是毁灭证据、不如实向组织说明情况，对抗组织审查；二是严重违反社会道德，与杨某某发生不正当性关系。
黄钢，出生于1966年，籍贯陕西宝鸡。在职研究生学历，1991年6月加入中国共产党，1991年8月参加工作。2007年4月任西安铁路局局长助理，2008年3月任西安铁路局副局长，2013年5月任中国铁路总公司安全监督管理局局长 （正局级），2014年10月任中国铁路总公司安全总监兼安全监督管理局局长，2016年10月被免职。

文件称，2016年10月11日，黄钢为规避组织审查，将其与杨某某互发短信最多的15313693232的手机SIM卡扔到总公司机关主楼三楼西侧的厕所里予以毁灭。另外，调查伊始黄钢态度极不端正，不如实向组织说明问题，坚决否认与杨某某所发淫秽短信的内容。调查组出示相关证据后，黄钢才承认短信是两人互发，但仍避重就轻，只讲与杨某某有暖昧关系，拒不承认与杨某某有不正当性关系。直至在大量证据面前，黄钢才交待与杨某某多次发生性行为并保持不正当性关系的事实。

据文件披露，黄钢另一主要违纪事实是“违反社会道德，与他人发生不正当性关系”。
文件按照时间顺序，详细披露了黄钢打羽毛球认识在宝鸡东站工作的杨某某，交往中渐渐熟悉并相互产生好感，然后通过互发淫秽短信进行有关露骨交流，以及三次发生不正当性关系的时间与地点。文件称：仅2016年2月27日至8月19日期间，黄钢与杨某某互发短信共2300余条，多数为淫秽短信，既有两人交流男女性行为的感受、体验，也有商量如何对杨某某的女儿进行性调教和引导等内容。
处理意见
中国铁路总公司党组纪检组文件披露，黄钢身为党员领导干部，违反党的政治纪律，毁灭证据，擅自要求他人帮助删帖，在组织对其纪律审查期间，不如实向组织说明其存在的问题，对抗组织审查；违反党的生活纪律，多次与他人发生不正当性关系，造成严重社会不良影响。依照《中国共产党纪律处分条例》第五十七条第（一）、（四）、（五）项、第一百二十七条和第一百二十九条的规定，经中国铁路总公司党组纪检组会议研究并报中国铁路总公司党组会议审议批准，决定给予黄钢留党察看一年处分。
中国铁路总公司监察局文件披露，依照《中国铁路总公司机关人员及总公司所属企业领导班子成员违纪违规行文处分规定（试行）》第十七条第二项、第五项和第五十七条的规定，经中国铁路总公司监察局办公会议研究并报中国铁路总公司党组会议审议批准，决定给予黄钢撤职处分，由正局级将为副局级。
